The Trump Administration is attempting to slash critical state laws designed to protect consumers and prevent big bank lenders from profiting off of interest-free deposits.
In short, this move would take money away from Californians and put it right into the pockets of big banks.
It is blatantly illegal and will only worsen the affordability crisis.
This week, I sued to block Trump’s handout to big banks. As California’s Attorney General, I will always stand up for our state’s right to protect consumers from financial exploitation.

Fighting to Block Trump's Unlawful Handout to Big Banks
 This week, as part of a coalition of 10 attorneys general, I filed a lawsuit to block the Trump Administration’s latest effort to favor big business over working families. The lawsuit challenges two rules by the Office of the Comptroller of the Currency (OCC) that invalidate state laws requiring mortgage lenders to pay interest on the money they require borrowers to deposit into escrow accounts to cover taxes and insurance. These laws are designed to prevent lenders from profiting from interest-free deposits at borrowers' expense and are consistent with limitations enacted by Congress. In the lawsuit, we argue that OCC’s rules exceed the agency’s rulemaking authority under the Administrative Procedure Act and challenge states’ sovereign interest in enforcing our own consumer protection statutes.

Securing Major Win Protecting the Affordable Care Act
 Everyone deserves access to health coverage. Last year, the Trump Administration tried to exclude gender-affirming care from qualifying as an essential health benefit. We fought back, and this week, we secured a court ruling ensuring this care can — and in many states must — qualify for the Affordable Care Act’s (ACA) financial protections, ensuring transgender people have an equal opportunity to benefit from the ACA. This ruling follows a July 2025 lawsuit challenging nine separate provisions of the Trump Administration's final rule that would make it harder for consumers to get coverage through the ACA, increase costs for states, and weaken key ACA protections. Seven were later vacated in separate litigation.

Ensuring Emergency Preparedness and Response for People with Disabilities
 Every Californian deserves to know that their government has a plan for them — especially in moments of crisis. People with disabilities often face significant barriers to critical support before, during, and after emergencies and disasters, like emergency notifications, evacuation, transportation, shelter and mass care, and recovery. California’s local jurisdictions have a legal obligation to integrate the needs of people with disabilities into all phases of emergency management. This week, my office issued a statewide guidance letter to local jurisdictions reminding them of their obligations under federal and state disability access laws to ensure that people with disabilities have meaningful access to emergency preparedness, response, and recovery.

Protecting Funding for Permanent Supportive Housing
 The Trump Administration made another attempt to undermine permanent supportive housing — and we stopped them again. We secured a major victory in our lawsuit challenging the Trump Administration’s attempt to divert federal funding away from permanent supportive housing, which could put at least 97,000 individuals at risk of losing their homes. This ruling comes after a separate court order blocking an earlier action by the Trump Administration that sought to divert more than $3 billion from permanent supportive housing. No one is above the law, including this Administration.

Keeping You Safe
 Firearms are the leading cause of death for American children and teens. The federal administration should be stepping up to strengthen firearm industry oversight and enforcement tools, instead of comprehensively gutting vital protections and undermining the work of law enforcement. This week, together with partner states, my office announced the submission of 15 comment letters challenging new rules proposed by the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) that would comprehensively weaken and dismantle federal firearm regulations. We urge ATF to withdraw the challenged proposals and preserve transparency, accountability, and enforcement. At California DOJ, we remain committed to working alongside our partners to defend essential safeguards, uphold responsible gun ownership, and protect the safety and well-being of all Californians.
