We secured not one, but two, court orders this week blocking President Trump’s illegal attempt to impose voting restrictions across the country.
The first permanently blocks the President’s first executive order attempting to usurp states' authority to run our own elections and threatening to withhold funding from states if we do not comply with his whims.
The second blocks, in the states that sued, the President’s second executive order restricting voter eligibility and attempting to curtail mail in voting though the midterms.
These wins will help protect the integrity of our elections through November and beyond. This is good news for our democracy. While the President keeps trying to spread conspiracy theories and rewrite the rules of our elections, we’ll continue fighting to protect the right to vote.
In solidarity,
Rob

Fighting to Improve Air Quality and Protect Public Health
This week, we filed a lawsuit against the U.S. Environmental Protection Agency (EPA) over its latest attack on California's efforts to improve air quality and protect public health. For fifty years, both Democratic and Republican administrations have agreed that EPA Clean Air Act waivers are not "rules." EPA's recent attempt to retroactively reclassify four waivers as "rules" so Congress can disapprove them is unlawful and threatens these important tools. The waivers at issue allow California to enforce state emissions standards that help reduce severe air pollution. California will continue to fight the Trump Administration's unlawful overreach and vigorously defend our authority to safeguard the well-being of our communities.

Releasing Annual State of Pride Report
In celebration of Pride Month, California DOJ published its fourth annual "State of Pride Report." While immense progress has been made, LGBTQ+ Americans continue to face threats to their well-being from individual actors as well as from the federal government and some state governments. In solidarity with our LGBTQ+ community, I will continue standing up for justice, promoting equality, and supporting communities where all Americans can safely live and prosper as their authentic selves.

Announcing First-of-Its-Kind Corporate Practice of Medicine Settlement
In California, medical decisions must be made by licensed healthcare professionals whose duty is to prioritize patient care, not by companies focused on profits. This week, we reached a settlement with Carbon Health resolving allegations that the company violated California's prohibition on the corporate practice of medicine, engaged in false advertising, used unlawful consumer contracts, and improperly billed patients and insurance providers. Founded in the Bay Area in 2015, Carbon Health operates over 80 clinics across eight states, including 54 in California. In addition to substantial injunctive terms, the settlement imposes $4.4 million in penalties on Carbon Health and $100,000 on its co-founder and former CEO, Eren Bali.

Condemning President Trump's Unprecedented Misuse of Legal System
This week, we also urged the U.S. District Court for the Southern District of Florida to carefully scrutinize the parties’ conduct and purported "settlement" agreement in Trump v. IRS. In January 2026, President Trump, his family, and his business organization filed suit against the U.S. Department of the Treasury and the Internal Revenue Service over the disclosure of his tax information. The District Court noted a possible lack of real adversity between the parties and was skeptical of its jurisdiction, but before that issue was resolved, President Trump voluntarily dismissed his claims and reached a "settlement" with the Justice Department that included broad immunity for past conduct and a $1.776 billion "Anti-Weaponization" fund. We cannot become desensitized to the self-dealing and rank partisanship by this Administration.

Making Your Life Affordable
From groceries to gas, costs seem to be rising and rising ... and rising. California DOJ has your back and is committed to protecting California families grappling with the high cost of living. In this segment, find some of the ways California DOJ is protecting Californians — and their wallets.
What We Did: This month, we announced the creation of the first-of-its-kind Affordability Response Team, which will deploy California DOJ's tools to tackle costs associated with eight issue areas.
Issue Area #2: Relief from Sickening Healthcare Costs: A staggering seven in 10 Californians feel that healthcare expenses place a financial strain on their households. And more Americans are taking on debt because of the rising cost of necessities. In fact by the end of 2025, credit card debt in the U.S. hit a record high of $1.28 trillion. California DOJ’s Affordability Response Team will continue to tackle work that helps bring down healthcare costs. This work includes important actions like: ensuring seniors aren't unfairly priced out of skilled nursing facilities; going after unlawful consolidation in the healthcare industry that threatens to increase prices and leave patients with fewer places to receive care; working to hold accountable companies intentionally driving up the cost of lifesaving medication; and critically, protecting Californians from shouldering the unfair burden of having medical debt appear on their credit reports — a practice that is now illegal in California. The Affordability Response Team will also continue to oppose policy proposals from the Trump Administration that would leave Americans with little to no insurance coverage and huge out-of-pocket bills.
The Affordability Response Team will continue our office's existing work and ramp up our ongoing focus on the cost-of-living crisis. Check out oag.ca.gov/affordability to learn more about our work in this space.
Tune in next week and we’ll dive into the third issue area, A Roof Over Your Head: Housing & Insurance Costs.

Keeping You Safe
This week, my office joined our federal and state partners in the 2026 National Health Care Fraud Takedown.
This coordinated law enforcement operation resulted in criminal charges against 455 defendants nationwide with over $6.5 billion in intended losses. Working alongside federal authorities and 44 other attorneys general, California DOJ investigators targeted Medi-Cal fraud schemes involving over $1.2 million in fraud, resulting in criminal charges filed against 12 defendants. Those charged in California include doctors, nurse practitioners, a CEO, an office manager, and other licensed medical professionals.
We will continue to hold bad actors accountable when they commit deliberate fraud. Fraud against the Medi-Cal program undermines trust, drains critical resources, and threatens care for those who truly depend on it. My office has taken a firm stand to investigate, prosecute, and shut down Medi-Cal fraud wherever it exists.
