This week, a federal court delivered a final judgment for California. The Trump Administration has been permanently blocked from tying billions of dollars in federal safety funding to its inhumane and shortsighted immigration enforcement agenda.
The court made it crystal clear: The federal government can't take away money meant to protect our communities just to push a political goal.
Thanks to this ruling, California can continue using these funds to prepare for emergencies, protect against terrorism, and keep people safe — all without being forced to carry out the Administration’s deportation plans. This is a major win for the rule of law and public safety, and a reminder that no one is above the law. I'll keep standing up for our communities every time someone tries to break the law, even if that means taking the President to court.

Securing Final Judgment Protecting Homeland Security Funding
 cAlongside a coalition of attorneys general, I secured a permanent injunction this week from the U.S. District Court for the District of Rhode Island blocking the illegal conditioning of homeland security grant funding. California receives funding from the U.S. Department of Homeland Security to prepare for, protect against, respond to, and recover from terrorist attacks and other catastrophes. This includes counterterrorism grants, grants that allow states to prepare for terrorism in high-concentration urban areas, emergency preparedness grants, cybersecurity grants, and many others that are similarly not connected to civil immigration enforcement. In issuing a permanent injunction, the court found that the Trump Administration’s attempt to impose this new set of conditions across a range of grant programs was arbitrary and capricious, exceeded its legal authority, and violated the Spending Clause of the U.S. Constitution.

Speaking Out Against the Abuse of Prosecutorial Power, Suppression of Speech
 Seeking to intimidate critics and retaliate against former government officials goes against the very core of America’s democratic values.
This week, I sent a letter to U.S. Attorney General Pam Bondi expressing my grave concern with the alarming trend of the U.S. Department of Justice (U.S. DOJ) wielding its prosecutorial power for the improper purpose of political retribution following the apparently politically-influenced indictment of former FBI Director James Comey. I urge Attorney General Bondi to hold firm to her own Congressional testimony and reassert the long-standing independence of U.S. DOJ from political interference by declining to continue these politically-motivated investigations and prosecutions.
I also called on Federal Communications Chairman Brendan Carr to stop his campaign of censorship after his intimidation of television broadcasters led to Jimmy Kimmel’s late-night talk show being pulled off the air. Censoring and silencing critics because you don’t like what they say — be it a comedian, a lawyer, or a peaceful protester — is fundamentally un-American. Censorship stemming from the federal government of the United States is absolutely chilling.

Opposing Inadequate Capital One Settlement
 This week, I joined a coalition of 18 attorneys general in submitting an amicus brief opposing the approval of a proposed multi-district class action settlement with Capital One Bank on the grounds that the proposed $300 million settlement is not fair, reasonable, or adequate, and significantly less than the $3 billion consumers lost. Capital One has misled consumers through false marketing and a lack of transparency regarding its savings account system. Given an opportunity to make loyal customers whole, Capital One is instead attempting to not only underpay those it has harmed, but maintain the deceptive, anti-consumer practices that prompted this lawsuit to begin with. As the People’s Attorney, I will not allow financial institutions to pull the wool over consumers’ wallets.

Defending Against Defunding of Planned Parenthood
 For years, the attacks on Planned Parenthood have been relentless. With the Defund Provision in President Trump’s so-called ‘Big Beautiful Bill,’ those attacks have escalated to an all-out assault. This week, I filed a motion for a preliminary injunction to block the Trump Administration from enforcing the Defund Provision, which excludes certain health centers, including Planned Parenthood health centers, from receiving federal Medicaid reimbursements. These centers provide critical healthcare services for low-income patients across the country, including cancer screenings, testing and treatment of sexually transmitted infections (STIs), and birth control, and our states, and the health of our people, will suffer immensely if the Defund Provision is allowed to remain in effect.

What We Are Doing: Defending the top federal cop in charge of protecting the wallets of consumers! This week, my office urged the Trump Administration’s Consumer Financial Protection Bureau (CFPB) to continue protecting consumers who are buying a car, sending money internationally, or disputing a credit score or debt collection error.
What this Means to You: The CFPB is proposing limiting its own oversight of financial markets, meaning that hundreds of thousands of consumer complaints would fall on deaf ears. If you have ever had issues with your car loan, with sending money internationally, or have ever disputed a credit score or debt collection error, these proposals impact you! The CFPB was created to protect consumers from being taken advantage of by corporations — and has returned over $20 billion to Americans since its creation. The Trump Administration’s destruction of the CFPB puts families nationwide at a glaring disadvantage when standing up to big businesses that aren’t playing by the rules. California DOJ has been and will continue to be a vocal and steadfast supporter of policies that protect consumers.

Keeping You Safe
 California DOJ is all-in when it comes to protecting our communities from crime, including white collar crime that harms hardworking Californian's pocketbooks. Last week, our Special Prosecution Section announced the felony convictions of 72 individuals involved in a widespread mail theft and postal fraud operation that resulted in the theft of nearly $6 million from hundreds of people. The defendants — who operated out of multiple counties across California, including Los Angeles County and San Bernardino County — altered stolen checks, deposited them into bank accounts, then quickly withdrew money from ATMs before the banks discovered the checks were forged. This prosecution was the product of a complex multi-jurisdictional investigation, assisted by our own E-Crimes Unit. These convictions send a strong message: California DOJ will not stand idly by when Californians are victimized by organized criminal fraud.
