What we are seeing in Los Angeles and across the state is the hallmark of a healthy democracy: teachers, faith leaders, workers, business owners, and neighbors exercising their First Amendment right to peacefully speak up and stand together in community. We are also seeing a President who is looking for any pretense to place military forces on American streets to intimidate and quiet those who disagree with him.
This week, we secured a temporary restraining order blocking the Trump Administration from unlawfully deploying the California National Guard to Los Angeles and directing it to return control of the Guard to Governor Newsom. While an appeals court later issued a decision allowing the troops to remain deployed in LA until a court hearing next week, we remain confident in our case. We believe the law is on our side and we will continue to make our case in court.
The right to peacefully call out injustice and demand accountability from those in power embodies everything we stand for as a nation of the People, by the People, for the People. As California’s Chief Law Enforcement Officer, I will always defend and enforce our U.S. Constitution and all laws in our state and nation. I will always hold all people — especially those in power — accountable when they break the law.
In solidarity,
Rob

Challenging Trump's Unlawful and Unprecedented Order
This week, my office, along with California Governor Gavin Newsom, sued President Trump and Defense Secretary Hegseth in response to their orders seeking to federalize the California National Guard for 60 days. President Trump’s order calling federalized National Guard troops into Los Angeles – over the objections of the Governor and local law enforcement – is unnecessary and counterproductive. It’s also deeply unfair to the members of the National Guard who are hard at work every day protecting our state, preparing for and responding to emergencies, and training so that, if called, they can fight our nation’s wars. There is no invasion. There is no rebellion. The President is trying to manufacture chaos and crisis on the ground for his own political ends. Federalizing the California National Guard is an abuse of the President’s authority under the law – and not one we take lightly. We’re in court fighting to put a stop to the unlawful, unprecedented order.

Enforcing California's Housing Laws
After a three-year investigation, I filed a lawsuit against a group of property management and real estate holding companies owned by Southern California rental-housing tycoon Swaranjit “Mike” Nijjar and other members of his family. The lawsuit alleges Nijjar’s companies, commonly known as PAMA Management, egregiously violated numerous California laws by subjecting tenants to unsafe units marked by cockroach and rodent infestations, leaking roofs, overflowing sewage, and other problems. I am grateful to all the people who came forward, including the DOJ Consumer Protection Team, California reporters who sounded the alarm, local code enforcement officers who tirelessly respond to tenant complaints, and, most of all, PAMA tenants who spoke out about their distressing experiences.

The President’s reckless, politically motivated, and illegal attacks on California continue, this time with his attempt to trample on our longstanding authority to maintain more stringent clean vehicle standards. I led a coalition of 10 attorneys general, along with California Governor Gavin Newsom, and the California Air Resources Board, in filing a lawsuit against the federal government challenging the unprecedented and unlawful use of the Congressional Review Act to upend California’s clean vehicles program. The President is busy playing partisan games with lives on the line and yanking away good jobs that would bolster the economy – ignoring that these actions have life or death consequences for California communities breathing dirty, toxic air.

Keeping You Safe: Breaking Up Human Trafficking Operations
Recently, the California Department of Justice’s San Diego and Sacramento Human Trafficking Task Force participated in “Operation Coast to Coast”. This was a nationwide operation conducted by over 150 law enforcement agencies, non-profits, and corporations across 19 states to identify trafficking victims and arrest traffickers. As a result of the operation, 74 individuals were arrested for alleged human trafficking, sexual exploitation, and other criminal offenses, and 98 individuals were offered support services. The objective of this operation was to work together to increase the total number of human trafficking investigations and prosecutions nationwide, to hold perpetrators of human trafficking accountable, and support survivors along the way. I am thankful for these strong national partnerships and look forward to all that we can accomplish when we work together.

Making Your Life Affordable
California DOJ remains committed to putting a stop to price gouging. In the face of natural disaster, we must come together to help our neighbors, not attempt to profit off of their pain. Earlier this year, we announced price gouging charges against three real estate agents and a landlord for price gouging in the wake of the Eaton Fire in Los Angeles. In addition, we sent more than 750 warning letters to hotels and landlords who have been accused of price gouging and have more active criminal investigations into price gouging underway. We will continue relentlessly pursuing those who are trying to capitalize off of the chaos and pain of Southern California’s natural disaster.
Governor Newsom's Executive Order N-23-25 extends certain price gouging protections in response to the Los Angeles fires through July 1, 2025. I urge victims of price gouging – either current or prospective tenants – to share their stories directly with our office by visiting oag.ca.gov/LAfires or calling our hotline at (800) 952-5225.
