This week, we filed a lawsuit against C.C.O.A. Housing Corporation for failing to fulfill its legal obligations as a charity in operating Cathay Manor, a 268-unit apartment complex for low-income seniors in downtown Los Angeles’ Chinatown. As a result of pervasive mismanagement by the charity and its board members, folks from vulnerable communities who already struggle to find housing faced unsafe and unsanitary living conditions.
My office is seeking C.C.O.A. Housing Corporation’s involuntary dissolution and the transfer of any remaining charitable assets to another charity that will actually provide the affordable, accessible, and secure housing that Californians deserve.
Unfortunately, there are those who seek to take advantage of their status as a tax-exempt charity. As Attorney General, I’m working every day to hold deceptive organizations accountable and address the lack of affordable and dignified housing throughout the state. We’ll continue to ensure housing providers, whether they operate for profit or not, follow the law.

Holding Unscrupulous Charity Accountable
 There is simply no denying that C.C.O.A. Housing Corporation and its board members failed our seniors miserably when they operated Cathay Manor. It was and still is inexcusable. Troublingly, during the course of my office's investigation, C.C.O.A. Housing Corporation’s current board members failed to provide any kind of plan as to how the funds would be properly used to provide low-income housing in the future and failed to observe basic corporate formalities like holding annual elections of officers.

Urging U.S. Supreme Court to Uphold Louisiana’s Revised Congressional Map
 As part of a coalition of 20 attorneys general, I joined an amicus brief in the U.S. Supreme Court in defense of Louisiana’s revised congressional map, which includes two majority-Black districts. The Louisiana legislature revised its map after a court order found that the state’s original map, which contained only one majority-Black district, likely violated Section 2 of the Voting Rights Act. In the brief, my fellow attorneys general and I urge the U.S. Supreme Court to overturn a decision by a separate court finding that Louisiana’s revised map constitutes an impermissible racial gerrymandering.

Supporting Minimum Wage Increase for Federal Contractors
 In California, we understand that fair wages and robust worker protections are good for business — it’s why we have the fifth largest economy in the world. I strongly support the U.S. Department of Labor’s rulemaking that would lift the minimum wage for federal contractors. This commonsense, data-driven rate will help lift workers out of poverty while improving productivity and efficiency. It’s a win-win.

Reminder: You May Be Eligible for a Gas Settlement Payment
 Market manipulation and price gouging are illegal and unacceptable, particularly during times of crisis when people are most vulnerable. California residents who purchased gas in Southern California between February 20, 2015 and November 10, 2015 can now submit a claim for a payment under the state’s settlement with gas trading firms for tampering with and manipulating prices for California gasoline. The deadline to submit claims is January 8, 2025. Eligible Californians may submit a claim online at www.CalGasLitigation.com.
