All Californians should be able to take advantage of our state’s public institutions, including public libraries, schools, hospitals, and shelters, without fear of civil immigration enforcement.
California state public resources should not be utilized to assist with the President-elect’s inhumane immigration agenda.
This week, my office issued a set of guidances that are designed to assist those who operate and work in public institutions to better understand the best practices in avoiding the use of state and local resources to support civil immigration enforcement. At California DOJ, we’ll continue to fight to protect the immigrant communities that make our state, and nation, great.

Providing Guidance to Public Institutions to Protect Immigrant Rights
 In response to the incoming Trump administration’s inhumane threats of mass arrests, detention, and deportations, I issued updated model policies and recommendations to guide public institutions in complying with California law limiting state and local participation in immigration enforcement activities. No matter who is in the White House, in California, we will continue to lead with California values. My office will continue to use the full force of the law and every tool at our disposal to protect the rights of California’s immigrants – and we need staff at these critical locations to do the same.

Ensuring Access to Reproductive Healthcare
 This week, I also announced two sponsored bills related to reproductive healthcare. The first will ensure that Californians continue to have access to abortion care, including medication abortion, and will shield manufacturers, distributors, authorized healthcare providers, and individuals from any civil, criminal, or professional liability when legally transporting, distributing, or administering medication abortion in California. The second will, among other things, allow my office to seek monetary penalties from local government entities that interfere with the reproductive rights of Californians by using their power to block or obstruct abortion providers from opening in their regions. I want to make it unequivocally clear: California will remain a safe haven for reproductive rights and access to abortion care, and progress will always prevail.

Protecting Californians' Right to Vote
 California Secretary of State Shirley N. Weber, Ph.D. and I announced this week that we will be appealing the Orange County Superior Court’s recent decision concerning Huntington Beach’s voter ID law, Measure A. Measure A amended the city’s charter to purportedly allow the city to impose voter ID requirements at the polls for all municipal elections starting in 2026, without citing any evidence that fraudulent voting occurs with any regularity in the city or has ever compromised the outcome of a municipal election. Applicants to register to vote in California are already required to verify their identity during the registration process. We are confident that when a state appellate court weighs in, we will prevail.

Preventing the Illegal Disposal and Mismanagement of Hazardous Waste
 For years, Frontier’s careless and unlawful hazardous waste disposal practices jeopardized the health and environmental well-being of California communities. This week my office, along with the District Attorneys’ Offices of Alameda County and San Mateo County, announced a $3.5 million settlement with Frontier that also requires the company to make significant changes to its operations and practices to comply with state law.

 We're issuing guidances that protect the rights and safety of immigrants and their families who access public services and remind public institutions of the limitations against the use of state and local resources to support immigration enforcement.
Here in California, we're not going to spend our time, money, or resources participating in the President-elect's draconian deportation machine.
We'll continue to fight to protect the immigrant communities that make our state great.
