California is facing a housing affordability crisis. About one in seven renters — nearly 1.5 million people — report being behind on their rent. And with the state’s last remaining eviction moratorium expiring just days ago, for many, the threat of eviction is here.
Under state law, the only lawful way to evict a tenant is to file a case in court. Despite this, our Housing Strike Force has received numerous reports that some landlords in California are trying to remove tenants illegally — without a court order — by changing the locks, shutting off power, or removing personal property. These so-called "self-help" evictions are illegal. This week my office issued new legal guidance highlighting steps local law enforcement officers should take to prevent and respond to these lockouts and unlawful evictions. Learn more about this new guidance below, and know I will continue to use all the tools of my office to advance Californians’ housing rights.
Sincerely,
Rob Bonta
California Attorney General

Preventing Illegal Evictions
Nearly 1.5 million renters in California are at risk of eviction, struggling to put together next month’s rent as the cost of living continues to rise. This week we issued guidance outlining law enforcement’s important role in responding to reports of illegal evictions and their responsibility to intervene to enforce the law and stop self-help evictions when they see them.

Strengthening Laws to Prevent Gun Violence
There is no reason that the gun industry should be the only industry exempt from responsibility for the harm that its products cause, especially when its products are responsible for the deaths of thousands of Americans each year. In California, we refuse to settle with thoughts and prayers as innocent lives are lost — we demand and will deliver urgent action, now. That's why I sponsored a bill that was signed into law this week which will allow Californians to hold the gun industry accountable for the harm caused by its products. In California, we won’t let this industry off the hook.
