I checked off a Newport Beach "first" last weekend when I participated in the 31st Annual Balboa Island Parade for the first time. This year's "Good Vibrations on Balboa Island" theme brought plenty of music, smiles and community spirit along Marine Avenue. Surrounded by red, white and blue decorations, vintage cars, local groups and families along the parade route. It was fun to experience the parade from a different perspective and see firsthand how much this tradition means to so many Island residents (and how important it is to bring extra candy….and sunscreen). Thank you to the Balboa Island Improvement Association and the many volunteers who make it happen every year.

Weber, Councilmember Erik Weigand, and Newport Beach Fire Chief Jeff Boyles.
As we turn our attention to next week's City Council meeting, one of the first topics on the agenda will be preparations for the Fourth of July holiday. Newport Beach welcomes thousands of visitors during the holiday weekend, particularly in West Newport and Corona del Mar. Staff will provide an overview of this year's public safety plan, including enhanced police, fire, lifeguard and code enforcement operations designed to help keep residents and visitors safe while minimizing impacts on our neighborhoods.
The City Council will hold the final public hearing and consider adoption of the Fiscal Year 2026-27 budget and Capital Improvement Program. The proposed budget totals approximately $523 million, with $475.5 million for day-to-day operations and nearly $48 million for capital improvement projects. The budget continues the City's commitment to maintaining high-quality services, enhancing public safety, reducing pension liability, and investing in the City’s infrastructure needs.
Another item before the Council is a public hearing on proposed updates to the City's telecommunications regulations. While not necessarily the most exciting topic on the agenda, it is an important one. The proposed changes would modernize Newport Beach's regulations for wireless facilities and telecommunications infrastructure to reflect evolving technology and changing connectivity needs. The goal is to streamline permitting processes where appropriate while preserving local oversight, protecting neighborhood character and maintaining the visual quality that residents expect throughout Newport Beach.
The City Council will also consider annual appointments to several City boards and commissions. These appointments are part of the City’s regular process to fill scheduled vacancies and ensure continued resident participation in important areas of local government. I want to thank all of the residents who applied and expressed interest in serving Newport Beach. Our boards, commissions and committees play an important role in reviewing issues, advising the City Council and helping shape thoughtful decisions for the community.
I also want to share an important personnel update. Our Fire Marshal, James Gillespie, will be leaving the City to accept a position with the City of Murrieta, where he will have the opportunity to serve much closer to home. We thank James for his service to Newport Beach and wish him continued success in his new role. To ensure continuity in the City’s fire prevention programs, the City Council will consider an agreement with Kevin Bass to serve as Interim Fire Marshal while the Fire Department recruits for a permanent replacement. Kevin is a familiar face to many in Newport Beach, having previously served as the City’s Fire Marshal from 2019 to 2023, and his more than 30 years of experience in city planning and fire prevention will help maintain consistent service during this transition.

Thousands of bestsellers, children's books, vintage books, cookbooks, CDs, DVDs, LPs and much more. The event is located at the main entrance of the Central Library.
On Friday, books are three for $1, and on Saturday, all books are $3 per bag. All funds raised benefit programs at the Newport Beach Public Library.
