The project boundaries are shown in the figure below.
The project would bring upgrades to aging infrastructure, such as the existing seawall, improvements to marina parking, and enhanced public access and recreation opportunities.
Proposed improvements include:
- Replacing the existing Balboa Village Marina seawall originally constructed in 1958
- Extending the seawall along the bayfront to the Bay Bridge
- Stabilizing upland soil to reduce seismic risk
- Adding 67 new boat slips and extending marina docks
- Performing maintenance dredging
- Installing ADA-accessible features and more parking
- Creating public access easements for future bayfront paths and bike trails
- Replacing and relocating a City water transmission line under the site and across the Newport Channel
On Friday, October 17, the City released a Notice of Preparation (NOP) for the project. The NOP provides project information and invites the public and other agencies to comment on the environmental topics to be analyzed in the SEIR.
Public input will be accepted through November 17, 2025. Input can be provided by email or at a public scoping meeting on Wednesday, October 29, 2025, at 5:30 p.m. at the Civic Center Community Room, 100 Civic Center Drive. The meeting will provide an opportunity for the community to share feedback on the scope and analysis to be included in the SEIR.
An electronic copy of the NOP is available online and hard copies are available at City Hall and all City libraries.
