Please join me in thanking and recognizing employees from Newport Beach Fire Department who received commendations at the 27th Annual Fire and Lifeguard Appreciation Dinner on September 10.
The dinner provides an opportunity for the community to hear stories of rescues, emergency responses and lifesaving efforts that occur throughout the previous year. The event is hosted by the Commodores Club of the Newport Beach Chamber of Commerce.
Individual awardees were:
- James O’Brien, Firefighter of the Year. O'Brien was chosen by his peers for this recognition based on his strong work ethic, leadership skills and passion for service. Whether training new recruits, mentoring cadets or responding to emergencies in the field, he represents the highest standards of the fire service and is deeply respected by all who work with him.
- Raymi Wun, Civilian of the Year. Wun played a critical role in Newport Beach’s wildfire preparedness efforts over the past year, working closely with homeowners and community groups. His expertise and efforts have made Newport Beach more resilient and our residents more informed.
- Andy White, Lifeguard Supervisor of the Year. White is known for his steady leadership and dedication, always putting his team and the public first. His passion for mentoring others and his consistent professionalism makes him an example to lifeguards across the department.
- Austin Cozza, Seasonal Lifeguard of the Year. Cozza has spent more than a decade serving the public as a lifeguard, protecting Newport’s beaches while mentoring younger guards. His commitment to safety, teamwork and leadership represents the best of the City's lifeguard division.
Team awardees were:
- Lifesaving Award / Medal of Valor for a treacherous nighttime ocean rescue: David O’Keefe and Hillary Lowengrub.
- Lifesaving Award for a motorcycle accident response: Trent Cozza, Devin Persons, Matt Skelly, Dan Chapman and Chad Duncan.
- Lifesaving Award for a cardiac arrest response: Brian Frasz, Matt Johnston, Matt Natelborg, Dustin Suppe and Alex Amat.
- Award of Merit for the Eaton Fire response: Ryan Callinan, Bryan Cowles, Chad Duncan, Andy Janis, Nic Lucas, Matt Natelborg and Chad Ponegalek.
- Award of Merit for the Palisades Fire response: Erin Alexander, Bryce Anderson, Brett England, Cameron Hutzler, John Kluve, Adam Novak and Kristin Thompson.
- Unit Citation Award for a major rip current rescue: Justin Boals, Carly Christian, Chester Clark, Jose Cueto, Apollo Davidson, Trey Genova, Foster Hoose, Hillary Lowengrub, David O’Keefe, Blake Petroff, Clay Rinker, Tyler Ruffini, Zane Scott, Ross Sinclair and Elijah Speier.
Congratulations to all this year's awardees for your accomplishments and commitment to public service. Thank you to the Commodores Club of the Newport Beach Chamber of Commerce for your ongoing support for the City's public safety professionals.

This Weekend: 2025 Amateur Surf Championships at 54th/56th Street Beach
Join the City and dozens of talented amateur surfers this weekend (Saturday, September 20 and Sunday, September 21) for the 2025 annual City of Newport Beach Surf Championships.
The event will run from 8 a.m. to 2 p.m. each day, with the semifinals and finals on Sunday, September 21.
The event is located near the 54th or 56th Street beach, depending on the best wave conditions, and the public is invited to attend. The competition features divisions for amateur surfers of all ages.

Free Compost Giveaway, Document Shredding and E-Waste Disposal Event Oct. 18
Newport Beach residents are invited to bring documents and household electronic waste for free shredding and disposal on Saturday, October 18 from 8 a.m. to noon at the Newport Beach Corporation Yard, 592 Superior Ave. (Please enter the facility from Superior Ave.)
Free bags of compost will be available for pickup while supplies last; up to five 30-lb. bags per car. Residency will be verified; please bring identification.
Residents can bring up to 10 standard file boxes for shredding. Documents can be bound with staples or paper clips.
Acceptable items for shredding include:
- Bank and financial statements
- Credit card statements or pre-approved credit card offers
- Old IRS tax forms, checks or bills
- Old credit cards & plastic/paper membership cards
- Junk mail, of any size and color
The shredder cannot accommodate x-rays or larger plastic items such as binders. Material is shredded on site.
Acceptable items for e-waste disposal include:
- Computers
- Computer monitors
- Keyboards
- Televisions
- Printers
- DVD players
- Cell phones
- Other small electronic devices
No other household hazardous waste will be accepted. No batteries or medical waste please.

The Newport Beach Central Library, at 1000 Avocado Ave., will remain closed through Sunday, October 5 for building improvements. The closure began on Monday, September 15.
The public is encouraged to visit branch libraries - Corona del Mar, Mariners, and Balboa - for programs, events and book checkouts. You can also take advantage of the online e-branch at https://www.newportbeachlibrary.org/ebranch.
Hold pick-ups are available at the Central Library’s second floor entrance Monday through Friday from 9 a.m. to 6 p.m. Parking is available in the City Hall parking structure.

 This week, the City’s homeless outreach and response teams:
- Placed two people in the Costa Mesa Bridge Shelter.
- Placed a person in the County’s Yale Navigation Center.
- Placed a person into a residential detox program.
- Temporarily sheltered a person in a motel while waiting for a shelter placement.
- Enrolled one person into services.
- Continued to shelter people. Nineteen people who had been experiencing homelessness in Newport Beach are sheltered in the Costa Mesa Bridge Shelter.

The next meeting of the Newport Beach City Council will be on Tuesday, September 23 at 4 p.m. The full agenda is available here.
Agenda items include:
- Ordinances that would prohibit the sale and distribution of flavored tobacco products and the sale, distribution and use of nitrous oxide.
- A $151,000 contract with Santa Rosa-based Planeteria Media for a redesign of the City's website, content management system and hosting services. The City's website has not been significantly redesigned for more than 10 years. The Planeteria redesign would incorporate updated technologies, improved search capabilities and other features to enhance community access.
- The Community Development Block Grant (CDBG) 2024-25 consolidated annual performance and evaluation report. The report covers projects and expenditures of CDBG funding and the City’s progress toward goals established in the annual action plan. The City is required by the U.S. Department of Housing and Urban Development (HUD) to submit the report each year.
- A relocation plan was prepared for tenants residing at 301 East Balboa Boulevard, a property purchased in 2024 for potential future use as a public parking facility. The site is currently occupied by two tenants in a residential triplex. Under state law, when a public project displaces residents, the City is required to provide relocation assistance. The relocation plan evaluates the needs of the affected tenants, outlines the City’s obligations, and estimates a total of approximately $88,000 in relocation benefits.

Consideration of municipal code and local coastal program amendments related to tobacco sales and a temporary moratorium on new tobacco retail businesses, also known as smoke shops. This item would initiate amendments to the City's municipal code and local coastal program related to smoke shops, smoking lounges and any other retail businesses that sell tobacco and tobacco accessories. In addition, the City Council will consider a 45-day temporary moratorium that would prohibit the establishment and operation of any new tobacco retail businesses and the relocation/expansion of existing tobacco retail businesses.
