As Newport Beach prepares for the busy summer season, I want to share news about a change the City is implementing to enhance public safety during peak holiday weekends.
In February, the City Council approved the expansion of our Safety Enhancement Zones to include West Newport and Corona del Mar during three major holiday weekends: Memorial Day, July 4 and Labor Day. The new ordinance will begin this year's Memorial Day weekend, from 12:01 a.m. on Saturday, May 24 to 11:59 p.m. on Monday, May 26.
Previously, the Safety Enhancement Zone was limited to a single weekend and location each year: July 4 on the Peninsula. Based on its success in promoting a safer and more family-friendly environment, we are extending this strategy to cover more areas of Newport Beach and dates that historically see increased activity.
The City's goal is to maintain a safe, enjoyable environment for residents, visitors and families.
What does this expansion mean for residents and visitors?
Each Memorial Day, July 4 and Labor Day weekend, the Safety Enhancement Zones will be in effect in both West Newport and Corona del Mar. During this time, fines for violations of the Newport Beach Municipal Code are tripled. This includes, but is not limited to, infractions such as:
- Loud and unruly gatherings. Large parties that disrupt neighbors may result in fines of up to $1,500 for a first violation and $3,000 for subsequent offenses within 90 days. If a large gathering continues after police officers request it to stop, fines may be imposed in 10-minute increments of a continued disturbance.
- Noise, public intoxication, and other disturbances. Hosts and property owners are responsible for their guests’ behavior.
- Failure to comply with short-term lodging permit rules. This can result in $1,000 fines and permit revocation for at least 60 days.
- Use of fireworks. All fireworks are prohibited in Newport Beach, including those labeled “safe and sane."
As directed by the ordinance, the City is mailing notification letters and maps to all residents and property owners in the Safety Enhancement Zones. Those will be arriving next week.

The Newport Beach Police Department (NBPD) has released a critical incident community briefing video detailing the events surrounding an officer-involved shooting that occurred on Thursday, April 17.
The incident involved Geoffrey Stirling, who was fatally shot during an altercation with a Newport Beach Police Officer during a traffic stop. The community briefing video includes body-worn camera footage, vehicle dash camera footage, and other relevant information to provide transparency and context regarding the incident.

In celebration of National Public Works Week, please join us for this year’s “Touch a Truck” event on Saturday, May 17 from 9 a.m. to noon at Peninsula Park.
Parking is available in the Balboa Pier parking lot.
It will be a hands-on opportunity to get up close to heavy trucks and equipment -- and learn how they are used to keep Newport Beach well maintained.
The first hour, from 9 to 10 a.m., will be quiet with no honking or lights for those with sensitive ears or eyes.
TK Burgers and Kona Ice trucks will have food and beverages available for purchase.

The City hosted an event at Mariners Park on Friday, April 25 to celebrate Arbor Day and Newport Beach's 35th consecutive year of recognition as a “Tree City USA” community by the Arbor Day Foundation.
The event included a proclamation from Newport Beach Mayor Joe Stapleton, an educational presentation on the benefits of trees, and a display of Arbor Day-related artworks and poetry by Mariners Elementary School 3rd grade students. Attendees helped plant five new trees at the park.
To be recognized as a Tree City USA community, cities must have a qualifying tree board or department, public tree care ordinance, a community forestry program budget, and an Arbor Day observance and proclamation.

One lane of the Marine Avenue Bridge, the roadway connection to Balboa Island, will be closed starting at about 9 p.m. on May 21 for maintenance.
Traffic control measures, including flaggers, will ensure continued vehicle access to and from Balboa Island during the lane closure.
The closure is necessary while the City’s contractor implements improvements to reduce future bridge maintenance needs.

 This week, the City’s homeless outreach and response teams:
- Placed three people at the Costa Mesa Bridge Shelter.
- Placed a person at the Yale Navigation Center.
- Placed a person at the Yale Navigation Center after receiving medical care at a hospital.
- Placed a person into a recuperative care facility.
- Enrolled four people into services.
- Continued to shelter people: 24 people who had been experiencing homelessness in Newport Beach are sheltered in the Costa Mesa Bridge Shelter.

The next meeting of the Newport Beach City Council will be on Tuesday, May 13. A Study Session will begin at 4 p.m. followed by the Regular Meeting at 4:30 p.m. The full agenda is available here.
Agenda items include:
- Review and discussion of a potential expansion to the City trolley system. Staff will present a draft concept to expand summer trolley service to Corona del Mar, Newport Center and Balboa Island for City Council discussion and direction.
- Acceptance of a State grant to support the Marina Park Boating Program. This item would accept a $46,000 grant from the State Division of Boating and Waterways for equipment and scholarships related to sailing and boating safety education.
- A report on the status of City employee vacancies and retention efforts. This item complies with a recent State law that requires public agencies to report on vacancies and recruitment efforts at least once every fiscal year, prior to the adoption of the annual budget.
