Community Members:
I am pleased to announce that Dave Miner, a 22-year veteran of the Newport Beach Police Department (NBPD), will be our City's next Chief of Police.
Miner has held a variety of field and command-level positions since he joined the NBPD in 2002, including deputy chief overseeing the detective and patrol/traffic divisions.
He has served as acting chief since the December retirement of his predecessor, Joe Cartwright.
Miner was the top candidate in a nationwide search. He is an exemplary public safety officer and leader who has earned the respect and trust of his staff and the community. He is a natural fit to lead the department into a new era as we develop and deploy new crime-fighting technologies and implement quality-of-life initiatives.
Miner will be the 12th Chief of Police in NBPD history, leading a staff of 235 employees who serve in five divisions and a variety of specialized units.
He holds a Bachelor of Arts degree in political science and is a graduate of several leadership institutes and advanced law enforcement training courses.

You are invited to join Newport Beach Police Department (NBPD) officers and staff at the next Mobile Café community outreach event on Saturday, February 8 from 9 a.m. to 11 a.m. at Freelance Coffee Project, 882 Production Pl.
Sidecar donuts will be on hand as well as the Newport Run Club.
The NBPD Mobile Café provides an opportunity for community members to come together, enjoy some coffee, and engage in meaningful conversations with our police officers. This event is part of our ongoing effort to strengthen the relationship between the police department and the Newport Beach community.

Cash Acceptance Requirement for Brick-and-Mortar Businesses to Begin March 31
All brick-and-mortar businesses in Newport Beach will be required to accept payments in cash, with some exceptions, beginning March 31.
Under a new City municipal code (no. 2024-20), all businesses operating at a fixed location within the city must accept payments in cash, if requested from customers who are physically present at the business location. The new ordinance is designed to foster a welcoming, inclusive business environment that allows all residents and visitors to participate in the Newport Beach economy.
Transactions involving the purchase of food and beverages, consumer goods, and consumer services may be paid in cash if cash is offered by the customers.
Some service-related businesses such as doctors, dentists, accountants, insurance agents, construction and home repair, are not required to accept cash.

Children are invited to practice their reading skills with a BARK Reading Dog. February 18 from 4 p.m. to 5 p.m., at the Corona del Mar Branch, 410 Marigold Ave.
Reading out loud helps kids become better readers, and reading to a friendly dog makes reading fun.
No registration is required. Children must be accompanied by an adult, ages 6-11.

 This week, the City’s homeless outreach and response teams:
- Placed a person in the Costa Mesa Bridge Shelter.
- Placed a person at the Yale Navigation Center.
- Enrolled three people into services.
- Continued to shelter people: 25 people who had been experiencing homelessness in Newport Beach are sheltered in the Costa Mesa Bridge Shelter.

The next meeting of the Newport Beach City Council will be on Tuesday, February 11 at 4 p.m. The full agenda is available here.
Agenda items include:
- A proposal to reduce flashy fuels and restore habitat in Buck Gully reserve. The $425,000, 8-year agreement with the Irvine Ranch Conservancy would: replace flammable, non-native, annual vegetation with non-flammable cacti; replace flammable, annual vegetation with less flammable coastal sage scrub/grassland vegetation; eliminate invasive artichoke thistle; and create habitats for the California Gnatcatcher and Coastal Cactus Wren.
- Consideration of awarding non-exclusive commercial solid waste franchises to BC Hauling and Demolition, California Waste Services LLC, and Tim Greenleaf Engineering. Following a public hearing, the City Council will consider an ordinance granting franchises to these entities.
- A resolution that would allow credit card fees charged by third parties for City-related transactions to be paid directly by the consumer. The City accepts a variety of payment methods, including cash, check, credit card, ACH electronic transfers, and e-check for services such as utility bills, permits and fines. The City currently charges a 2.85% credit card convenience fee; however, processing fees vary due to different card types, third-party vendors, and payment platforms. Therefore, the City seeks to pass through actual processing costs. Customers can avoid credit card fees by paying via e-check or ACH electronic transfer.
- Consideration of a request to waive City Council Policy L-2 (driveway approaches), and approve a coastal development permit for a duplex at 3601 Lake Ave. The action would waive Policy L-2, which generally requires vehicular access for new residential developments adjoining an alley to be taken from the alley. However, due to an above-ground utility in the alley that cannot be relocated, the proposed duplex would provide alternate vehicular access. The applicant, Brandon Architects, also requests a coastal development permit to allow demolition of a single-unit dwelling and the construction of a new 4,218-square-foot duplex.
