On Saturday, February 1, the City Council will hold its annual planning session to review and discuss the City of Newport Beach's spending, infrastructure priorities and major initiatives for the next fiscal year and beyond. Though less formal than a regular City Council meeting, the session is important as the Council will provide direction to City staff on priority projects for this calendar year and the discussions held will inform the annual budget development process for the 2025-26 Fiscal Year.
This year, the planning session will be at Marina Park, 1600 W. Balboa Blvd., from 9 a.m. to noon. Community members are welcome to attend. If you cannot make it in person, the meeting will be posted on our YouTube channel for later viewing.

Those who have been displaced by the Los Angeles County wildfires and are staying in Newport Beach are invited to join us for an informal gathering on Saturday, January 25 from 9 to 11 a.m. at the OASIS Center, 801 Narcissus Ave.
City staff and community groups will be on hand to provide information and answer questions. Come join us for a cup of coffee, a doughnut, and conversation!

Crews Deployed to Palisades, Eaton Fires Return to Newport Beach
This week the City welcomed back Newport Beach Fire Department (NBFD) personnel deployed to the Palisades and Eaton Fires in early January.
On January 7, the NBFD sent nine firefighters and two engines to provide mutual aid. The group deployed with engine companies from Huntington Beach, Orange, Fountain Valley and Fullerton.
The crews fought under extremely challenging conditions against two of the most destructive fires in California history. After about two weeks of deployment, the crews returned to Newport Beach between January 20 and 22.

At a recent Newport Beach Police Department (NBPD) Mobile Café community engagement event, officers focused on the importance of properly installed child safety seats. According to the National Highway Traffic Safety Administration, nearly 46% of car seats are misused or improperly installed.
The NBPD offers complimentary child safety seat Inspections for parents and caregivers. Inspections are conducted by NBPD officers who are certified child passenger safety technicians, trained through the Safe Kids Worldwide organization.
Officers work with parents and caregivers to ensure proper installation of car seats and provide education on safety considerations. Caregivers actively participate in the process, leaving with the knowledge and confidence needed to secure their children safely every time they travel.
Car seats are required by law for children under the age of 8 and are critical for reducing the impact forces of a collision.

The City recently installed outdoor Automated External Defibrillators (AEDs) near the athletic fields at Grant Howald and Bonita Creek parks to help treat sudden heart attacks. Immediate access to an AED can help save lives after a cardiac arrest.
The portable AEDs are available to coaches, players and the public in the event of an emergency. Users can access the device by calling 911 to receive a code for the lockbox.
The City, in partnership with local youth sports organizations, will install AEDs at other athletic fields throughout Newport Beach.

Newport Beach resident and avid runner Bryan Tsu was recently recognized by Newport Beach Mayor Joe Stapleton, Councilmember Robyn Grant and Councilmember Erik Weigand for donating the City’s newest drinking fountain, on Back Bay Drive.
Tsu offered to donate a bottle filler/drinking fountain after recognizing a need at the well-traveled Back Bay Loop Trail. His donation proposal was approved by the City's Parks, Beaches and Recreation Commission in August. The City installed the fountain in December.
Tsu's generous donation will serve Back Bay visitors for many years to come.

Cash Acceptance Requirement for Brick-and-Mortar Businesses to Begin March 31
All brick-and-mortar businesses in Newport Beach will be required to accept payments in cash, with some exceptions, beginning March 31.
Under a new City municipal code (no. 2024-20), all businesses operating at a fixed location within the city must accept payments in cash, if requested from customers who are physically present at the business location. The new ordinance is designed to foster a welcoming, inclusive business environment that allows all residents and visitors to participate in the Newport Beach economy.
Transactions involving the purchase of food and beverages, consumer goods, and consumer services may be paid in cash if cash is offered by the customers.
Some service-related businesses such as doctors, dentists, accountants, insurance agents, construction and home repair, are not required to accept cash.

The Friends of the Newport Beach Public Library will host a "Super Sensational Book Sale" February 7-8.
- Friday, February 7 from 1 p.m. to 4 p.m. will be for members only (memberships available at the door). All purchases will be 3 for $1.
- Saturday February 8 from 9 a.m. to 2 p.m., everyone is welcome. Prices are $3 a bag.
The event will be in the Friends Room at the Central Library, 1000 Avocado Ave. All proceeds raised go toward funding vital library programs.

New Utility Bill Schedule to Begin in February
Beginning next month, the City of Newport Beach will transition to monthly utility billing from bi-monthly billing. This includes charges for water, sewer, recycling and more.
Customers will receive a utility bill, known as the Municipal Services Statement, 12 times a year instead of six. The transition will begin in February and be completed by March (individual transition dates depend on the current billing cycle).
If your account is set up for automatic payments, no additional steps are needed. You will be charged automatically each month, five days before the due date. To set up or adjust automatic payments, visit www.onlinebiller.com/newport.

 This week, the City’s homeless outreach and response teams:
- Placed two people in the Costa Mesa Bridge Shelter.
- Enrolled three people into services.
- Continued to shelter people. Twenty-five people who had been experiencing homelessness in Newport Beach are sheltered in the Costa Mesa Bridge Shelter.

The next meeting of the Newport Beach City Council will be on Tuesday, January 28. A closed session meeting will begin at 4 p.m. The regular meeting begins at 5 p.m. The full agenda is available here.
Agenda items include:

A $1.2 million construction contract with MEP Fusion Inc., of Studio City, to replace air handlers and hot water pumps at the Central Library. The current system has outlived its expected lifespan and presents maintenance challenges.
- An updated license agreement with the Regents of the University of California for operation of a coastal observation system at the Newport Pier. Under a 2005 agreement with the City, the University of California San Diego (UCSD) installed an ocean observation system at the Newport Pier to measure and monitor ocean water. The updated,10-year agreement would allow UCSD to install additional ocean monitoring equipment and public education signs.
-
Acceptance of a $50,000 grant from Hoag Hospital toward OASIS Senior Center transportation services. The OASIS transportation program provides more than 16,000 rides a year for residents who can no longer drive.
- Consideration of an appointment to the Parks, Beaches and Recreation Commission. The appointment would fill a vacancy created when former commissioner Sara J. Weber was elected to the City Council.
