Newport Beach is fortunate to have a unique and touching Memorial Day tribute each year to our fallen servicemen and women – the Field of Honor at Castaways Park, 700 Dover Dr. This year marks the 15th year the Field of Honor flags have adorned our city.
The event is presented by the Exchange Club of Newport Harbor in recognition of Armed Forces Day and Memorial Day and in honor of our country's servicemembers and first responders.
The public is invited to dedicate one or more of the Field of Honor flags to a servicemember and/or to a first responder. Each dedicated flag carries a ribbon with the name of the individual to whom the flag is dedicated.
Field of Honor runs through Memorial Day and is open to the public at no cost from 9 a.m. to 5 p.m. daily. A special Memorial Day celebration, on Monday, May 27 at noon, will feature keynote speaker Elaine Brattain, former national chaplain for the American Gold Star Mothers.
As a reminder, City Hall and most City facilities will be closed in observance of the Memorial Day Holiday. There will be no street sweeping on May 27. For the remainder of the week, street sweeping will be on its regular schedule. Also, there will be no trash collection on May 27 and for the remainder of the week, residential trash will be delayed by one day.
I hope you enjoy the holiday, and – at the Field of Honor or another setting – take a few moments to remember the men and women of our armed forces who made the ultimate sacrifice for our country.

City Celebrates Grand Opening of Newport Coast Pickleball Courts
A ribbon-cutting ceremony on Monday, May 20 marked the grand opening of the Newport Coast pickleball courts, located adjacent to the Newport Coast Community Center at 6401 San Joaquin Hills Rd.
Dozens of eager pickleball players in attendance were the first to use the new courts, and an inaugural match was held between Mayor Will O’Neill, Mayor Pro-Tem Joe Stapleton, and Parks, Beaches and Recreation Commissioners David Granoff and Heather Ignatin.
The complex features six public courts, open every day from 7 a.m. until dusk.

The project was a partnership between the City and the Newport Ridge Community Association.
To kick off a celebration of National Public Works Week, the City hosted the 3rd annual “Touch A Truck” event on Saturday, May 18, at the Balboa Pier parking lot.
Residents and visitors were able to meet our public works professionals and get an up-close look at vehicles and equipment, view live demonstrations, and enjoy food, fun and games. The event was popular and drew thousands of visitors.
The City would like to thank the community and partners for their support in making this another successful event.

The Balboa Peninsula Trolley will resume operations on Memorial Day weekend, with free service continuing throughout the summer on weekends and holidays.
Beginning on Saturday, May 25, the trolley service will be available from 10 a.m. to 9:30 p.m. on Saturdays and Sundays as well as Memorial Day (May 27), July 3, Independence Day (July 4), and Labor Day (September 4). The trolley is a fun and free way to explore the peninsula.
There are 22 designated stops along the trolley route. Trolleys are scheduled to arrive in 15-minutes intervals, which may vary slightly depending on traffic conditions. Riders are invited to climb aboard or exit the trolley at any of the stops along the way to and from the Balboa Pier and Fun Zone area.
For those planning a day at the beach, the trolley can accommodate bicycles, surfboards under six feet long, and beach gear. Trolley riders traveling from outside the area can utilize free parking at the City’s Avon Street municipal parking lot located near the Tustin Avenue and Avon Street intersection within Mariners’ Mile along Coast Highway.
This service is provided by the City of Newport Beach and funded through grants from the Orange County Transportation Authority (Measure M2 funds). For more information visit newportbeachca.gov/trolley.

The Newport Beach Police Department will host the next NBPD Mobile Café on Saturday, May 25 from 10 a.m. to noon at Java Bakery Café at 1064 Bayside Dr.
The NBPD's Mobile Café events give community members and police department staff an opportunity to come together in an informal space to discuss community issues and build relationships in a comfortable setting. Please bring questions or concerns, or simply get to know our officers and help build a stronger community partnership.

Bring your family and friends out to Marina Park to enjoy a screening of the animated movie "Super Mario Bros" on Friday, May 31. The event begins at 7 p.m.; showtime is at sunset.
There will be fun activities, free popcorn, and food available for purchase. Remember to bring a chair and blanket for comfortable seating during the movie.

Two refurbished public restrooms in West Newport Park will reopen to the public before Memorial Day weekend.
The restrooms are at Orange Street, 5800 Seashore Dr., and 58th Street, 6804 Seashore Dr.
The recent construction upgrades included a new roofing system to protect the buildings from rain, new plumbing fixtures, new automatic locking gates, paint, louvers, new tile and new LED light fixtures. These improvements will better protect the building from the harsh marine environment and provide better safety and service to the public.

During Motorcycle Safety Awareness Month in May, the Newport Beach Police Department would like to remind drivers to always look twice for motorcycles. By practicing safe driving habits and taking shared responsibility on our roads, we can help everyone arrive at their destination safely.
Motorcycles can be difficult to spot, and using extra caution could mean the difference between a safe journey and a tragic crash. According to National Highway Traffic Safety Administration data, 6,218 motorcyclists were killed in traffic crashes in 2022. Motorcyclists were about 22 times more likely than passenger car occupants to die in a motor vehicle crash and four times more likely to be injured.

The Be Well mobile crisis response team operates in Newport Beach 12 hours a day, 7 days a week to respond to mental and behavioral health crises. The mobile unit is staffed with mental health specialists and works closely with the City’s police and fire departments.
This week, the Be Well team:
- Transported a person to the Costa Mesa Bridge Shelter.
- Transported a person to a substance use disorder treatment facility.
- Transported two people to medical care facilities.
- Transported a person to a mental health evaluation appointment.
- Transported six people to homeless services providers.
The mobile crisis team is dispatched through the Newport Beach Police Department. To request service, dial 911 or call the Police Department's non-emergency line at 949-644-3717.

This week, the City’s homeless outreach and response teams:
- Applied to several apartment complexes for a client with a housing voucher.
- Submitted documents to the Orange County Housing Authority for a client with a housing voucher.
- Enrolled five people into services.
- Continued to shelter people: 25 people who had been experiencing homelessness in Newport Beach are sheltered in the Costa Mesa Bridge Shelter.

The next City Council meeting is Tuesday, May 28. Items of interest are highlighted below. The entire agenda and reports can be viewed here.
A special joint meeting of the City Council and Finance Committee will begin at 4 p.m. Agenda items include:
- Review of the proposed Fiscal Year 2024-25 City operating budget. Staff will review revenue assumptions, expenditure requirements and program enhancement recommendations in the proposed budget.
A City Council study session will begin at 4 p.m. Agenda items include:
- Review of the proposed Capital Improvement Program (CIP) budget for the Fiscal Year 2024-25. The CIP serves as a plan for public improvements, special projects and ongoing maintenance of public infrastructure. Projects in the CIP include highway, street and alley maintenance, storm drain and water quality improvements, harbor, pier and beach improvements, park and facility upgrades, planning programs and studies, and more.
- Public Safety Technology Ad Hoc Committee results. Newport Beach Police Department staff will present findings and recommendations from the committee, which was convened to study new technologies to enhance public safety.
The regular meeting will begin at 5:30 p.m. Agenda items include:
- A $193,000 contract award to Colton-based S&H Civilworks for landscaping improvements at 38th Street and Lake Avenue, near the entrance to Newport Island. The project would improve the 38th Street beach area and entrance to Newport Island and create beach access via a new staircase.
- A $5.1 million contract award to R.J. Noble Company of Orange for pavement rehabilitation at Balboa Boulevard, Newport Boulevard and 32nd Street. The project will reconstruct deteriorated concrete, rehabilitate existing pavement and upgrade pedestrian safety and traffic signals at the intersections of Balboa Boulevard and 14th and 13th streets.
- A notice of intent to override an Orange County Airport Land Use Commission (ALUC) determination of inconsistency for the City's Housing Element implementation program amendments. Newport Beach is required to submit the Housing Element implementation program amendments to the ALUC for a determination of consistency with airport land use plans. In May, ALUC found the City's amendments to be inconsistent. The Council will consider overriding ALUC’s finding of inconsistency.
