At a study session on Tuesday, March 12, the City Council will review recent progress on public infrastructure maintenance and improvements, and provide direction on potential future projects.
It is an important annual agenda item for Council members and staff, who will use the Council's feedback to build the Fiscal Year 2024-25 Capital Improvement Program (CIP) budget. We call it an "early look" at some of the more significant projects that will maintain and improve Newport Beach in the coming year and beyond.
The CIP is a planning tool used to set priorities, create a budget, address maintenance needs and construct a variety of improvements throughout the City. The CIP categories include public facilities, streets and bridges, water quality and the environment, parks, harbor and beaches, water delivery and wastewater, and more.
Tuesday's Study Session will review the current infrastructure budget, recently completed projects, those now under construction, the projected budget for FY 2024-25, and a 5-year look ahead to significant projects on the horizon.
The Study Session will begin at 4 p.m. in the Council Chambers, 100 Civic Center Dr. The public is invited to attend.

O'Neill Celebrates 'Unnoticed Excellence' in State of the City Address
Mayor Will O'Neill borrowed a phrase from columnist George Will as a theme for his State of the City address on Thursday, February 29, spotlighting "unnoticed excellence" among Newport Beach's civic, business and philanthropic organizations.
O'Neill's address was the keynote speech of the Annual Mayor's Dinner, sponsored by Speak Up Newport, attended by more than 450 local business and community leaders. The event included a recognition of the City’s past mayors.

The City's Recreation and Senior Services Department is introducing a new pickleball league. Teams may register in the women’s, men’s or mixed divisions, organized according to skill level.

The City of Newport Beach Arts Commission invites residents to vote on the final selection of sculptures for Phase IX of the rotating exhibition in Civic Center Park.
A public poll facilitated by Arts Orange County will be available online through Monday, March 11. The top 10 selected sculptures, along with three to five alternates, will be recommended to the Newport Beach City Council for installation. Selected sculptures will be featured for two years.

The Be Well mobile crisis response team operates in Newport Beach 12 hours a day, 7 days a week to respond to mental and behavioral health crises. The mobile unit is staffed with mental health specialists and works closely with the City’s police and fire departments.
This week, the Be Well team:
- Transported four people to the Costa Mesa Bridge Shelter for intakes.
- Transported three people to substance use facilities for treatment.
- Transported a person to a crisis stabilization unit for treatment.
- Transported a person to the Be Well campus for treatment.
- Transported a person to a homeless services provider.
The mobile crisis team is dispatched through the Newport Beach Police Department. To request service, dial 911 or call the Police Department's non-emergency line at 949-644-3717.

This week, the City’s homeless outreach and response teams:
- Collaborated with the City of Costa Mesa’s outreach team to place a person at the Costa Mesa Bridge Shelter after he received medical treatment.
- Continued to shelter people. Twenty-five people who had been experiencing homelessness in Newport Beach are sheltered in the Costa Mesa Bridge Shelter.

The next City Council meeting is Tuesday, March 12. Items of interest are highlighted below. The entire agenda and reports can be viewed here.
A study session will begin at 4 p.m.:
- Capital Improvement Program (CIP) early look. Staff will present projects and funding proposed for the FY 2024-25 CIP for City Council review and discussion.
The regular meeting will begin at 5 p.m. Agenda items include:
- A resolution in support of a grant application under the Orange County Transportation Authority's Measure M2 Tier 2 environmental cleanup program. The $2.5 million grant application would target trash removal and water quality improvements for the Newport Dunes Lagoon, one of the most visited bay beaches in the city.
- An ordinance and resolution for code enforcement enhancements that would help reduce unpermitted commercial sales on public property. Approval of these items would increase enforcement of unpermitted vending in public areas such as beaches, piers, squares, streets, street ends and parking lots.
- City membership in the League of California Cities. The Council will provide direction to staff on the City's membership status.
