The new Library Lecture Hall, which has been in the discussion and design phases for nearly 6 years, will move forward into construction.
At a study session on Tuesday, November 14, the City Council agreed, via a 4-3 straw poll, to continue with the project, which will construct an auditorium facility near the Central Library at 1000 Avocado Ave. The City recently received a low bid of about $19 million for construction, out of a total $23.4 million project cost.
The 9,814-square-foot building is designed to complement the existing Central Library and City Hall architecture. It will include tiered, stadium seating for 299 people and host a variety of authors, speakers and lecturers throughout the year.
The project costs are being shared by the City and the Newport Beach Public Library Foundation, which committed $7 million received from community donations, and pledged an additional $4.7 million in donations during the next 3 years.
At its next meeting, the City Council will consider forming a Council Ad Hoc committee to propose revisions to the Memorandum of Understanding between the City and the Foundation. We then expect to return to the City Council for a construction contract award in January.
Construction of the Library Lecture Hall is expected to take about 21 months.

Construction teams have made significant progress on the Superior Avenue Pedestrian Bridge project in recent weeks.
Earlier this month, crews poured concrete for the entire bridge deck (shown in the first photo below). With the completion of the bridge deck, just one more concrete pour remains for the side barriers and the top of the arches.
As shown in the second photo, the City's contractor is also constructing a large retaining wall that runs northeast of the site. Construction of the wall requires a significant amount of temporary excavation to reach the bottom of the wall's foundation. The large temporary mound of dirt now on site will be used as fill material for the retaining wall.

Construction on the Newport Bay Trash Interceptor project is now underway.
Initial construction work includes the installation of guide piles for the floating trash wheel, railway support piles, and boom connection piles. The photo below shows a 113-ton crane, loaded onto a floating barge, recently installing a boom pile on the south side of San Diego Creek. One end of the trash-collecting boom will be connected to this pile, with the other end attached to the floating trash wheel installed on the north bank (as shown in the rendering below).
When completed, a boom system stretching across San Diego Creek will capture floating trash and debris and direct it to the trash wheel assembly. Trash and debris will then be lifted by a conveyor system and dropped into haul-off containers that sit within a rail sled on a raised railway. A graded, paved road will give trash trucks access to the creek bank from Jamboree Road.
The Trash Interceptor is expected to be fully assembled by early summer and fully commissioned and operating prior to the 2024 rainy season.
The project’s construction contractor is Jilk Heavy Construction. The construction management team includes City staff and the Burns & McDonnell (B&M) design team’s civil, mechanical, electrical and geotechnical engineers. Biological monitoring is performed by the B&M’s biologist and cultural resources monitoring is performed by the Gabrieleno Band of Mission Indians.

The Newport Beach Fire Department closed out another successful Community Emergency Response Team (CERT) program with 20 new graduates. In total, 50 people have graduated from the City's CERT program this year, learning critical skills to protect themselves, their families, and neighborhoods in a crisis or disaster situation.

Free Document Shredding, E-Waste Disposal and Mulch Giveaway Nov. 18
Newport Beach residents are invited to bring documents for shredding and household electronic waste for disposal on Saturday, November 18, from 8 a.m. to noon at the Public Works Corporation Yard, 592 Superior Ave.
In addition, free mulch will be offered at two locations on November 18: the Corporation Yard and Bonita Canyon Sports Park, 1990 Ford Rd. Please note that the Bonita Canyon site will be for mulch giveaway only (no shredding or e-waste disposal).
Mulch is being provided by OC Waste and Recycling, which creates high-quality mulch from residential organic (green) waste collected in Newport Beach. Mulch pickup is limited to 60 gallons per resident, per vehicle, for residential use only; commercial trailers and vehicles will not be permitted.
The mulch is not bagged, so please come prepared with shovels, as well as bags, tarps, or containers. Be prepared to load the mulch into your own trunk or truck bed.
Newport Beach residency will be verified, so please bring identification. No hazardous or medical waste will be accepted.

The Fair Housing Foundation will hold a Fair Housing Workshop via ZOOM from 1:30 to 3 p.m. on Tuesday, November 21. This workshop is free and open to the public. Attendees will learn about how they are protected under fair housing laws, what their rights and responsibilities as tenants and landlords are, and how to deal with tenant and landlord disputes.
Fair Housing Foundation staff will explain state and federal fair housing laws, discuss state and federally protected classes, notices, security deposits, rent increases, how COVID-19 has impacted housing including moratoriums and the COVID 19 Tenant Relief Act, and much more.
The Fair Housing Foundation serves residents of the City of Newport Beach under an agreement with the City that is funded through Community Development Block Grants.

The Be Well mobile crisis response team operates in Newport Beach 12 hours a day, 7 days a week to respond to mental and behavioral health crises. The mobile unit is staffed with mental health specialists and works closely with the City’s police and fire departments.
This week, the Be Well team:
- Transported a person to the Costa Mesa Bridge Shelter for intake.
- Transported two people to a crisis stabilization unit for treatment.
- Transported a person to the sobering station at the Be Well campus for treatment.
- Transported three people to their homeless services provider for assistance.
- Collaborated with the County’s Crisis Assessment Team to place a person into a psychiatric facility for treatment.

 This week, the City’s homeless outreach and response teams:
- Housed a woman who stayed at the Costa Mesa Bridge Shelter.
- Collaborated with the City of Costa Mesa’s outreach team to place a woman in the Costa Mesa Bridge Shelter.
- Continued to shelter people. Twenty-three people who had been experiencing homelessness in Newport Beach are sheltered in the Costa Mesa Bridge Shelter.
