MTC adopted theTOC Policyin September 2022 to further the goals of Plan Bay Area 2050. The TOC Policy seeks to enable people to access and use transit more often for more types of trips by centering housing, jobs, services and shopping around public transit.
The TOC Policy requirements focus on land use density, affordable housing, parking management, and complete streets/multimodal access. Following adoption of the TOC Policy, MTC staff began developing administrative guidance to explain the details of policy requirements and how local governments can submit compliance documentation. MTC staff have engaged in an in-depth process of outreach to local jurisdiction staff and other stakeholders to raise awareness of the TOC Policy, facilitate efforts toward policy compliance, and receive feedback on drafts of the administrative guidance.
The most recent version of theTOC Policy Administrative Guidancewas published in May 2025 and integrates insights gleaned from further engagement with local partners.
TOC Policy Technical Assistance– The TOC Policy Team has released initial technical assistance to support jurisdictions with TOC Policy compliance. Initial products include template ordinances for affordable housing policy options and implementation guides for protections, preservation and production policies.
