Key Committees Greenlight Revenue and Reform Bill

The state Senate's Transportation Committee and Revenue and Taxation Committee in April voted to advance Senate Bill 1031, introduced earlier this year by Sen. Scott Wiener of San Francisco and Sen. Aisha Wahab of Hayward. SB 1031, also known as the Connect Bay Area Act, would allow voters throughout the Bay Area to consider as early as November 2026 a comprehensive transportation revenue measure that would preserve and enhance public transit operations, improve the condition of local streets and roads, and promote mobility and access for all people, including pedestrians, bicyclists and scooter and wheelchair users. The bill will move next to the Senate Appropriations Committee for consideration in May. More

Regional Network Management Council Recommends Funding Eight Transit Projects to Reduce Travel Times and Improve Reliability In April, the Regional Network Management Council, made up of MTC’s Executive Director and general manager-level representatives of Bay Area transit agencies, unanimously approved approximately $18 million in funding for eight near-term transit priority projects as part of the $30 million Bus Accelerated Infrastructure Delivery (BusAID) program. The Regional Network Management Committee will vote on funding these projects in May. MORE
MTC, ABAG Take a Fresh Look at Equity Priority Communities
MTC and the Association of Bay Area Governments (ABAG) released a draft update to the Bay Area’s roster of Equity Priority Communities (EPCs) in April. The agencies invite partners and technical stakeholders to provide comments, ask questions or offer other feedback about the updated draft EPC maps and related materials by May 15. The final update will be incorporated into Plan Bay Area 2050+, currently slated for adoption in fall 2025. MORE
ABAG Executive Board Takes First Step to Put Regional Housing Bond on November Ballot
The ABAG Executive Board in April took the first step toward allowing Bay Area voters this fall to consider a first-of-its-kind regional housing finance measure by unanimously approving adoption of a resolution that approves the Bay Area Housing Finance Authority (BAHFA)'s placement of a measure on the November 2024 ballot in each of the nine Bay area counties that would raise up to $20 billion through the issuance of general obligation bonds to produce new affordable housing units and to protect existing affordable housing properties throughout the region. New Federal Grant to Help Protect Highway 37 from Flooding
The Federal Highway Administration (FHWA) in April approved a $20 million grant to MTC to help the Resilient State Route 37 partners implement improvements to reduce the risk of roadway flooding and inundation along the 10-mile stretch of Highway 37 between Sears Point in Sonoma County and Mare Island in Vallejo. MTC, Lyft Kick Off Bay Wheels’ East Bay Expansion
MTC and Lyft announced in April the addition of 24 new docking stations and 565 next-generation docked e-bikes to the Bay Wheels regional bikeshare system in Oakland and Emeryville. As an adjunct to the San Francisco expansion announced in late 2023, the first Bay Wheels station in San Mateo County opens May 1 at the Daly City BART station. MORE
MTC Officials Tour Port of Redwood City
MTC Commissioners David Canepa and Gina Papan, who represent the County of San Mateo and the cities of San Mateo County, respectively, joined MTC Executive Director Andrew Fremier and agency staff to tour the Port of Redwood City in March as the Port seeks $186 million in additional funding for a $380 million project to upgrade the nearby U.S. 101 interchange with Seaport Boulevard and State Route 84/Woodside Road. PCA Grants Will Provide Up to $8.5 Million for Bay Area Conservation Projects
MTC and the Association of Bay Area Governments (ABAG), in partnership with the State Coastal Conservancy (SCC), are offering up to $8.5 million in grants ranging from $200,000 to $1 million in the latest cycle of Priority Conservation Area (PCA) grants. Applications are due by May 8. The PCA program aims to preserve and enhance the natural, economic and social value of rural lands as the region’s population continues to grow. The grants are an outgrowth of Plan Bay Area 2050 – the region’s long-range transportation and land-use/housing plan. MORE

Organizers of Bay Area Bike to Wherever Days (BTWD) this week announced the winners of the 2024 Bike Champion of the Year awards. These awards recognize individuals nominated by the public for inspiring bicycling in their communities, honoring riders in each of the nine Bay Area counties for their commitment to cycling as a primary mode of transport. MTC Mourns the Loss of Ann Flemer
Former MTC Deputy Executive Director Ann Flemer, who retired in 2014 after 32 years of service to the Commission and the people of the Bay Area, died March 1, surrounded by family at her East Bay home. Ms. Flemer began her MTC career as an intern in 1982 and then joined the staff as a planner in 1983 after completing a master’s degree in City Planning at U.C. Berkeley to supplement the bachelor's degree in Urban Studies she had earned at UCLA in 1980. Over the following years, she rose through a series of increasingly responsible positions to become MTC’s first Deputy Executive Director for Operations in 2001 and then Deputy Executive Director for Policy in 2009, making her the only person to hold each of these leadership roles.
