City of Mountain View Announces Appointment of New Chief Information Officer/Information Technology Director Michael Sinor
Mountain View’s new CIO/IT Director brings decades of public sector experience
Mountain View, Calif. — City Manager Kimbra McCarthy announced today the appointment of Michael Sinor as the City of Mountain View’s new Chief Information Officer/Information Technology Director. Sinor has over 26 years of IT experience with public agencies, having most recently served as the Chief Technology Officer for the City of San Leandro. Sinor will begin his new position on Monday, April 27.

Michael brings a strategic mindset to Mountain View and is also willing to roll up his sleeves to help implement our vision to make technology advancements for the benefit of the organization and community. We welcome his collaborative spirit and expertise to our high-performing IT Department.”
As the CIO/IT Director, Sinor will be responsible for the City’s enterprise systems, communication networks, free City Wi-Fi services, and telecommunications infrastructure and services to 13 departments. The IT Department is supported by 25 full-time employees and an annual budget of $11.3 million.

For the past four years, Sinor has been the City of San Leandro’s Chief Technology Officer, where he oversaw the IT department, technology innovation, telecommunications, and central services. He launched his career in local government with the City of Roseville, where he began as a Geographic Information System (GIS) Analyst. He moved up in the organization, promoting into leadership positions and becoming the Assistant Director of Information Technology. He then served as an Interim Information Technology Director for the City of Berkeley, overseeing an IT department of 50 employees. Sinor holds a Bachelor of Science degree from the University of California, Santa Cruz, and is a Certified Government Chief Information Officer (CGCIO).
Sinor’s appointment follows the March 2026 retirement of CIO/IT Director Roger Jensen. Sinor’s annual starting salary is $305,000.
