Dear Southern Marin Neighbors,
As we step into the summer season, I’m excited to share updates and stories that reflect the energy, progress, and community spirit of Southern Marin. In this month’s newsletter, you’ll find highlights from our recent Board budget decisions, a spotlight on the inspiring new E-Bikers Club, and our Juneteenth Resolution honoring freedom and resilience—alongside details on local celebrations.
We’re also getting ready for the Marin County Fair, a cherished summer tradition for all ages. On the infrastructure front, we want to make sure you know about upcoming changes to Hwy 101 in Marin County: on June 24, ramp metering lights will be activated at the Tiburon Blvd.- East Blithedale northbound onramps, and new HOV hours will be implemented in July. The 2nd Marin City Culvert Meeting will be held this week, and Caltrans’ potholing project on Tiburon Blvd. continues.
In the district, it’s been a joy attending local events—from the Mill Valley Memorial Day Parade and Java with Jahmeer to the Marin Ave. Sidewalk Meeting, the Strawberry Community meeting, and taking part in a powerful Marin City community visioning video project.

Board of Supervisors Approves $865.8M Budget for 2025-26
The Board of Supervisors recently approved the County’s budget for the upcoming year. While this process is always complex, this year came with added economic uncertainty—yet the message is clear: we are continuing to invest in the people, services, and priorities that matter most to our community. A new structurally sound and balanced budget of $865.8 million will take effect July 1 for the County of Marin.
We remain vigilant about funding cuts from the federal and state government that impact the County and will adjust the budget as needed. At this time, we are maintaining services and working on the things that matter most, with a focus on our priorities of equity, local infrastructure, disaster preparedness, housing, homelessness, community and economic vitality, and climate change.
This budget also reflects thoughtful investment in the areas that matter deeply to Marin County, including mental health care, affordable housing, digital equity, and wildfire readiness. It supports a restructured County Executive Office to help us better navigate the increasingly complex needs of our residents.
A few highlights from this year’s budget include:
- Expansion of 24/7 mobile crisis mental health services
- Addition of eight new positions in the Fire Department to strengthen wildfire response and prevention
- Continued investments in affordable housing and rental protections
- $5 million increase in funding for road maintenance
- $10.4 million in one-time funding for pilot projects and service improvements
We are stepping into both technical and adaptive work — doing new things, testing new ideas, and growing in ways that require learning and agility.

‘E-Bikers Club’ Youth Safety Campaign Launched Ahead of Summer

In response to rising e-bike safety concerns for young riders, the County of Marin and the Transportation Authority of Marin (TAM) have launched a bold, countywide public education campaign — the E-Bikers Club — to promote safe riding habits and message Marin’s new e-bike safety laws coming this summer.
Assembly Bill 1778, authored by state Assemblymember Damon Connolly of San Rafael and signed by the governor in September 2024, allows Marin jurisdictions to adopt stronger Class 2 (throttle-assisted) e-bike safety regulations. On May 20, the Board of Supervisors approved the adoption of an ordinance prohibiting riders under 16 from riding Class 2 e-bikes and requiring helmets for Class 2 riders of all ages.

Juneteenth Resolution and Celebration
 The Marin County Board of Supervisors recently adopted a resolution recognizing and celebrating June 19, 2025, as Juneteenth Independence Day in Marin County. Juneteenth marks the liberation of Black people in the United States and is a powerful symbol of Black freedom, self-determination, and ongoing resistance. On June 19, 1865, over two years after President Abraham Lincoln issued the Emancipation Proclamation, approximately 2,000 Union troops arrived in Galveston Bay, Texas announcing the freedom of approximately 250,000 enslaved Black people. This moment represents not only the end of slavery but also the birth of a new chapter in the struggle for Black liberation and self-determination.
Marin City Juneteenth Festival
 The Marin City Juneteenth Festival, June 21, at 11 a.m. at Rocky Graham Park, highlights local vendors and small businesses who come together in an African Marketplace to share knowledge, food, fashion, jewelry, art, books, and more for all who attend an opportunity to experience African Culture, shop local, and enjoy top-notch performances.
This year, the Marin City Juneteenth Festival theme is Kuumba, the 5th Principle of Kwanzaa, translated from Swahili to mean: Creativity. Creativity is defined as the ability to do what is needed to leave the communities and the world more beautiful and beneficial than one found it. This encompasses not only creative expression but also critical thinking, and problem solving.
This year's festival is preceded at 9:30 a.m. with the 3rd annual Marin City Community Service Districts (MCCSD) Prayer Breakfast at the Senior Center, adjacent to Rocky Graham Park. MORE INFO
Civilian Oversight Commission
On June 10, the Board of Supervisors appointed nine residents to the newly formed Marin County Civilian Oversight Commission which will oversee the Sheriff’s Office and strengthen law enforcement transparency and accountability. The commission includes five district representatives and four at-large members.
The Commission was established under the authority of State Assembly Bill 1185 and formally adopted in Marin in November 2024, following recommendations from the Civil Grand Jury and extensive community outreach. The County received 67 applications for the nine-member commission, reflecting strong community interest.
Once the Inspector General is appointed, the Commission will onboard, establish bylaws, and develop strategies for community engagement. The Civilian Oversight Commission will conduct oversight of the Sheriff’s Office operations and policies, review complaints, and produce annual reports on community engagement and oversight activities. All commission meetings will be open to the public and subject to the Brown Act. Community members are encouraged to participate. Pride Month in Marin County
 Marin County recognizes the diversity and contributions of all its residents, regardless of sexual orientation or gender identity. The Marin County Board of Supervisors is committed to fostering an inclusive community where all individuals feel welcomed, respected, and valued. Lesbian, Gay, Bisexual, Transgender, Queer, lntersex and Asexual/Aromantic, Two-Spirits and other identities and orientations within the community, Pride Month serves as an opportunity to celebrate the achievements and resilience of the LGBTQIA+ community, honoring the diversity of experiences and identities within it. On June 24, a Resolution Proclaiming June 2025 as LGBTQIA+ Pride Month in Marin County will come forward to the Board of Supervisors.
In Southern Marin, several communities will host of a variety of Pride Month events including the 1st annual Marin City Pride event this past weekend, June 14, at Rocky Graham Park (pictured above) as well as Sausalito Pride events and PRIDE Mill Valley events.
Marin County Fair, July 2-6
 From July 2-6, 2025, the Marin County Fair — BUG-TASTIC! will celebrate all things creepy, crawly, sticky, prickly, wiggly, flittery, fluttery, buzzy, and everything in between.
This ultimate bugfest will be filled with activities that highlight insects, spiders, scorpions, centipedes, millipedes, and more, from competitive exhibits, hands-on art projects, entertainment, education, and fairground décor, all while providing a great opportunity for families to have a good time and develop a love of nature.
The 2025 fair will also include favorites such as the juried fine arts and photography exhibit, headline concerts, carnival rides, sheepdog trials, a petting zoo, pig races, and more. The Competitive Exhibits contests will be expanded with special categories including bug themed arts and crafts, decorated cakes and cookies, beer and wine making, jams, jellies, honey, hobby arts, and much more. Tickets are currently on sale for $20 each (through July 1) and include general admission to the headline concerts. Active-duty military members and guests ages 3 and under are admitted free. Guests age 12 and under or age 65 and over as well as veterans with ID will be admitted FREE on Wednesday, July 2. MORE INFO

Caltrans Invites Public to Attend Meeting for Marin City Second Culvert Project on Wednesday, June 18
 Caltrans (District 4, Bay Area) invites the public to join a public meeting for the Marin City Second Culvert Project on Wednesday, June 18 from 6 to 7:30 p.m. (doors will open at 5:30 p.m. for open house) at the Marin City Senior Center, 640 Drake Ave, Marin City.
The Marin City Second Culvert Project on US-101 proposes to build a new drainage system, including a 6-by-4 culvert that will help mitigate flooding in the Marin City area. The location is near Marin City from Donahue Street to 0.3 miles north of Donahue Street. The culvert would convey stormwater flows from west of US-101 to Richardson Bay in Marin City.

Comment Period Extended for Marin City Pond Pump Station Flood Reduction Project
The Marin County Flood Control District is planning to build a new pump station at the Marin City Pond to help reduce flooding. The pump would move stormwater to Richardson Bay through a pipe under the Caltrans right-of-way and help improve water flow under Highway 101. This project aims to provide a long-term fix for flooding in Marin City.

New Ramp Metering Activation to Begin June 24 in Southern Marin
Caltrans, in partnership with the Transportation Authority of Marin, is scheduled to activate four ramp meters along Northbound US-101 in Marin County on Tuesday, June 24.
These four ramps will be activated: • Bridgeway/Gate 6 Road diagonal on-ramp • Eastbound Tiburon Boulevard/SR-131 loop on-ramp • Westbound Tiburon Boulevard/SR-131 diagonal on-ramp • Westbound Tamalpais Drive diagonal on-ramp
These ramp meters are located in the cities of Sausalito, Mill Valley and Corte Madera where traffic bottlenecks have been identified. Metering signals will be active Mondays through Fridays from 2 p.m. until 7 p.m. each day.
Ramp metering signals are traffic signals installed on freeway on-ramps. They are used to control the rate at which vehicles enter the freeway, typically during peak congestion periods. Vehicles are released in intervals (often one car per green light or sometimes two), preventing large surges of vehicles from entering at once. The goal is to improve traffic flow on the mainline freeway and enhance safety by reducing merging conflicts. MORE INFO

New Carpool Lane Hours Announced by Caltrans
By late summer 2025, the Marin Sonoma Narrows Caltrans project will complete a 52-mile stretch of continuous carpool (HOV) lanes on US-101, from the Richardson Bay Bridge in Marin to Windsor in Sonoma. There will be one HOV lane in each direction, making it the second-longest HOV corridor in California.
Currently, HOV lanes in Marin and Sonoma operate on different schedules. To ensure consistency after the project wraps up, both counties will adopt the same hours: **5–10 a.m. and 3–7 p.m., Monday through Friday**. Updated signs will reflect these changes.

Eastbound, Westbound State Route 131 (Tiburon Boulevard) Utility Potholing Project Continues in Marin County
 Caltrans will continue a utility potholing project in both directions on State Route 131 (Tiburon Boulevard) from the US-101 exit to Main Street (approximately four miles). Workdays are Mondays through Fridays as well as Sundays, 8 p.m. to 6 a.m. Workers are performing potholing on SR-131 to safely locate underground utilities (water, electrical, gas, telecommunications, and fiber optic lines) in preparation for the upcoming paving project of SR-131 scheduled in 2026.Eastbound and westbound lanes of SR-131 will be subject to one-way traffic control. Public Workshop in Tiburon Regarding Caltrans Tiburon Blvd. Preventative Maintenance Project
  Community members gathered for a special workshop with Tiburon Mayor Holli Thier, Tiburon Councilmembers Isaac Nikfar, Alice Fredericks and Jack Ryan, Supervisor Stephanie Moulton-Peters and Caltrans to share feedback on the proposed SR-131 (Tiburon Boulevard) Capital Preventative Maintenance Project. In addition, representatives from Belvedere and Mill Valley as well as the Reed Unified School District were in attendance. The forum offered a valuable opportunity for residents to engage directly with Caltrans on safety concerns and the project’s future. Caltrans will continue with the project in two phases, the first to ensure the safety of all users in Phase 1 including motorists, pedestrians, bicyclists and bus riders with more improvements planned for Phase 2 in fiscal 2027-2028.
Meeting with District 3 Mayors and Town and City Managers
 It was great to spend time with (from left) Sausalito City Manager Chris Zapata, Mill Valley Mayor Stephen Burke, Mill Valley City Manager Todd Cusimano, Belvedere Mayor Jane Cooper, Sausalito Mayor Joan Cox and Marin County Executive Derek Johnson at the Mill Valley Golf Course Clubhouse to talk about issues and strategies for collaboration amongst our Southern Marin cities and towns.
Mill Valley Memorial Day Parade
 Mill Valley came together this Memorial Day to honor our heroes and celebrate the spirit of unity and service. As we remembered those who gave their lives for our freedom, we also embraced this year’s theme—'Strength in Numbers'—highlighting our shared commitment to community, inclusion, and building a better future together. I enjoyed my Memorial Day Parade ride with Mayor Stephen Burke and Former Mayor and train buff Dick Spotswood on the lovingly refurbished Engine 9 from Mill Valley’s Mt Tam Railway.
Java with Jahmeer, Marin County Cooperation Team Executive Director
 Aide Doreen Gounard and I recently joined Executive Director Jahmeer Reynolds at “Java with Jahmeer,” to discuss the impactful work of the Marin County Cooperation Team (MCCT). From expanding case management services to supporting community health and youth empowerment, the event highlighted MCCT’s dedication to building a brighter, more equitable future. An example of their work, this year MCCT collaborated with Kaiser Permanente health professionals to provide blood pressure screenings, vaccinations, diabetic foot care, and vital resources to residents who are homebound in Marin City.
Marin Ave Sidewalk & Traffic Safety Meeting in Tam Valley
 In mid-May, I met with residents living on or adjacent to Marin Ave. in Tam Valley to discuss traffic and safety improvements and listen to input about bicycle, pedestrian and motorist behaviors in the area. The County Department of Public Works, in collaboration with Parametrix Engineering, is studying the roadway to identify ways to improve traffic safety along Marin Ave.
Marin City Community Visioning Plan Video Project
 Recently I was interviewed for the Marin City Community Visioning Plan Video Project, which aims to outline, address, and pose actionable community-driven solutions to several pressing issues in Marin City. These concerns encompass infrastructure, public health, environmental, and socioeconomic mobility challenges, each with significant implications for residents' quality of life and opportunities for a sustainable future. The multimedia storytelling project, initiated by Marin City Climate Resilience, captures the rich history, resilience, and vision for the future of Marin City. This project aims to reclaim and celebrate Marin City's historical significance while fostering a vision for an inclusive and sustainable future.
Strawberry Community Meeting
On June 2, I hosted a Strawberry Community Meeting focused on hearing directly from Strawberry residents and leaders. Speakers included County Executive Derek Johnson, Department of Public Works Director Chris Blunk, Community Development Agency's Michelle Levenson, Lieutenant Sean McKrell from the Marin County Sheriff's Office, Leah Curtis from the Southern Marin Fire District, Alexandra Reynolds from EDENS/Strawberry Village, and Strawberry Recreation District General Manager Nancy Shapiro. Hosting community meetings is a highlight of my role as a County Supervisor. These gatherings provide an opportunity to hear directly from residents, foster transparency, and ensure that local voices help shape the decisions that impact our neighborhoods and quality of life.

 Do you have a business license to operate a Short Term Rental (STR)? To keep operating your STR and renew your business license, you must apply for an STR license by July 1, 2025. Please note, having a business license does not automatically mean you have an STR license – you need both of them to operate.
Why is this important?
- Your business license won’t be renewed if you don’t apply by the deadline.
- You may miss your chance for an STR license if the cap on available licenses is reached after July 1, 2025. Any remaining licenses will be offered to those on the waitlist.

Civic Center Docent Tours
 Due to popular demand, the Frank Lloyd Wright Civic Center tours will be offered every Wednesday in addition to the regular Friday tour schedule. The first Wednesday tour is June 4th! Explore the only Frank Lloyd Wright-designed government building still in use today. Learn about Wright’s bold vision, the Civic Center’s unique history, and the stunning design elements that make this site a national treasure.
