As we find ourselves entering the spring season, I ask that you join me in taking a moment to reflect on how fortunate we are to live and work in Marin, where the weather and natural beauty we enjoy is on full display for these next few months. Providing public safety services in such a location is something my team and I are grateful for every day.
Be sure to keep an eye out for future “Coffee with a Cop” events, where you will have the opportunity to meet some of our Deputies and staff that serve our community. These events will provide you the opportunity to ask questions, interact with Deputies that patrol our County, and enjoy a warm cup of coffee. The feedback and ideas we get from the folks that attend these events are so valuable to our goal of continuously improving our partnerships will all our communities.
During the first quarter, we released our Annual Report for 2024 that highlighted the great work our staff did. In this report you will learn about our entire Organization, from the Deputies you see on patrol to the Professional Staff who work behind the scenes every day to support our mission.

2024 Annual Report

Elder Theft Subject Arrested
On Tuesday, March 4th 2025, the Marin County Sheriff’s Office Investigations Division made an arrest related to recent Financial Scams, targeting elder adults that have been plaguing out County.
Zhuowen Yu (43 yr old male, San Francisco) was identified as a suspect in at least two incidents, one in San Rafael and one in Pt Reyes Station.

Employee Spotlight
Documentary Services
Angela Mendoza – In March of 2015, Angela was hired as a Sheriff’s Service Assistant assigned to the jail. Shortly thereafter, she rotated to the Documentary Services Division and served as the Livescan Technician. In this role, Angela was responsible for building access, Livescan services, and county identification cards. She created procedural manuals and resources that are used and relied upon daily. She helped to develop our online appointment application and fine-tuned the building security processes. In September of 2016, Angela was promoted to Legal Process Specialist where she has covered the Records, Warrants, and Body-Worn Camera Units. Currently, Angela can be found working in the Warrants Unit, where she is the subject matter expert. Angela has also been selected as a project team member for the new RMS/CAD project. Her knowledge and expertise in each of the areas she has served will be beneficial to the successful outcome of the project. Angela’s dedication to the Marin County community and the Sheriff’s Office team embodies the highest standards of public service.

MCSO Has New K9s
The Marin County Sheriff's Office recently acquired two new K9 partners.
K9 Kodak, a 1.5 year old Yellow Lab who is assigned to our Custody Division working with Deputy Kruzona.
K9 Kiki is a 2 year old Springer Spaniel who is assigned to our Specialized Investigative Unit (SIU) partnered with Novato Police Detective Schneider.
Both K9s are trained in the detection of methamphetamine, heroin, cocaine and fentanyl.
Coffee With a Cop is Back!
Now that weather is getting better, we want to bring back our Coffee with a Cop events, held throughout the County. Please join us for a free cup of coffee, engage in conversation with Deputies who work in your area and learn more about what we do everyday.
Our next event will be held at Equator Coffee, located at 244 Shoreline Highway Mill Valley (Tam Junction) on Thursday, April 24th from 8am - 930am.

Case of the Quarter
Yu is suspected of defrauding at least $64,000 from Marin residents.
Both incidents shared similar methods to defraud unknowing victims. The victims received electronic notifications that their Apple ID or Adobe Acrobat accounts were ‘compromised’. In both instances, the suspects told the victims to withdraw cash from their bank accounts and a courier would collect the funds to ‘protect’ the money from further compromise.
Yu’s vehicle was identified through Automated License Plate Reader ALPR cameras throughout the County and connected to both incidents. MCSO Investigations Division worked with local agencies to locate Yu’s vehicle. Yu and his vehicle were found in South San Francisco, and Yu was detained by SSFPD.
MCSO Detectives interviewed Yu and confirmed his connection to both cases. MCSO is working on identifying additional individuals involved. Yu was booked at the Marin County Jail for the following charges: Grand Theft, Financial Elder Abuse, and Participating in a Criminal Conspiracy. Yu's vehicle was towed to MCSO for evidence processing.
The Marin County Sheriff's Office Investigations Division is continuing to work on this series of Elder Fraud cases.
