SHERIFF'S OFFICE OVERSIGHT ORDINANCE PROPOSED MARINWOOD PLAZA HOUSING PROJECT OPEN HOUSE HOUSING AND COMMUNITY NEEDS SURVEY |

September was full of events, the following are two highlights. My Aide Julia Reinhard, Marin School of Environmental Leadership Intern Annie Carmona, and I visited the Marin Senior Fair and saw many familiar faces including San Rafael City Councilmember Rachel Kertz. The theme “Flower Power” was fully embraced. It was wonderful to see so many community resources gathered in one place, blending learning and fun in a vibrant way.

Canal Alliance hosted Senator Laphonza Butler's team, Supervisor Rodoni, and me for a roundtable discussion on how to boost economic mobility for Latinos and strengthen Marin's skilled workforce. We touched on other vital issues like food security, language access, housing justice, and sea level rise mitigation. Canal Alliance's new building at 711 Grand Avenue is right on the Canal waterway, and it is a learning hub and excellent community resource.
| SHERIFF'S OFFICE OVERSIGHT ORDINANCE PROPOSED |
On October 29, the Board of Supervisors will consider an ordinance to establish a Sheriff’s Office Civilian Oversight Commission and Office of the Inspector General. AB 1185, which went into effect January 1, 2021, is a law designed to enhance accountability and transparency within law enforcement offices led by elected sheriffs statewide. It empowers counties to create oversight measures with subpoena power.
The October 29 presentation will be the first reading of the ordinance. If the ordinance is adopted, the Civilian Oversight Commission and Office of the Inspector General would proactively address law enforcement practices in the Marin County Sheriff's Office and address individual instances of alleged misconduct. The Commission and Inspector General could independently investigate allegations of misconduct.
The proposed ordinance is the result of extensive work, building on community engagement and recommendations led by a Community Outreach Working Group and from collaboration with the Sheriff’s Office, labor unions, and the National Association for Civilian Oversight of Law Enforcement. The AB 1185 agenda item is scheduled for 5:30 PM on October 29. The agenda will be posted on the Board’s meetings and agenda webpage on the afternoon of October 24.
| MARINWOOD PLAZA HOUSING PROJECT OPEN HOUSE |

The Marin County Community Development Agency invites the community to attend an open house event on October 15 from 5:30 PM to 7:30 PM to learn more about the proposed Marinwood Plaza affordable housing project. The proposed project includes 125 units and a café, along with the preservation of the existing Marinwood Market.
Date: Tuesday, October 15
Time: 5:30 PM – 7:30 PM (drop-in)
Venue: Marin Wildfire Prevention Authority, Room 335 at 1600 Los Gamos Drive, San Rafael
Parking: Follow orange signs to the main parking lot, and enter the building at Lobby A.
At the open house you will have the opportunity to learn about the project, meet the developer, ask questions, and write comment cards. I look forward to seeing you there.

Creation of the 5-Year Consolidated Plan for the Marin County Community Development Agency is underway. The Consolidated Plan will determine how federal funds from the U.S. Department of Housing and Urban Development (HUD) are allocated in Marin. These funds have previously supported affordable housing, enhancing community facilities, and expanding public services that benefit low and moderate-income households across Marin.
Your feedback is important to learn about what’s working, what’s missing, and what investments could make our community better. An online survey, available in English, Spanish, and Vietnamese, is open through October 31.

The Marin Green Home Tour is on Thursday, October 24, 2024, from 6 – 8 PM. The free, virtual Marin Green Home Tour will show how Marin homeowners are adapting their homes to improve air quality, generate clean energy, and move towards a greener, more resilient future. The event features short video tours of 5 Marin homes, followed by live Q&A with the homeowners. Learn how to access rebates and free planning services for your home. | DOMESTIC VIOLENCE AWARENESS |
On October 15, the Board of Supervisors will recognize Domestic Violence Awareness Month to acknowledge the impact of domestic violence and the ongoing efforts to prevent it. With 1 in 4 women and 1 in 10 men experiencing violence by an intimate partner, domestic violence undermines the safety and well-being of families across all socioeconomic groups. Marin County has made meaningful progress, seeing a 55% decrease in domestic violence-related law enforcement calls since 2013. The Marin County Coordinated Community Response, in partnership with the District Attorney’s Office, law enforcement, and community organizations such as Center for Domestic Peace, continue to lead a collaborative approach to prevention and intervention.
As we observe Domestic Violence Awareness Month, we encourage our community to stand support survivors and work to prevent further violence. If you or someone you know needs help, Center for Domestic Peace's (C4DP)’s 24-hour bilingual hotline is available at 415-924-6616.
| MAAKON YOMI: OUR HOMELANDS OF THE COAST MIWOK |

The Bartolini Gallery at the Marin Center is hosting an exhibit: Maakon Yomi: Our Homelands of the Coast Miwok, running from October 6, 2024, to January 23, 2025. The exhibit showcases works from contemporary Indigenous artists, many of whom are members of the Coast Miwok and Southern Pomo tribes of Marin and southern Sonoma counties. The collection includes paintings, beadwork, traditional clothing, baskets, and more, created by artists such as Gloria Armstrong, Joseph Byron, and Henry Frank. It’s a powerful tribute to the rich cultural heritage of our local Indigenous communities.
To celebrate the exhibit’s opening on October 6, Marin County Cultural Services will host a free all-day festival from 11 AM to 5 PM There will be a panel discussion with the artists, Native dance performances, basket weaving demonstrations, a traditional food demo featuring Nupa (Acorn Soup), artisan vendors, crafts, and much more. I hope you’ll join us for this special celebration of Indigenous culture!

The Marin County Department of Health and Human Services’ Division of Homelessness and Coordinated Care has released the 2024 Point-in-Time Count report, which provides insight on the 1,090 individuals experiencing homelessness in Marin — a 3% decrease since 2022. For the first time, this year’s report includes a section focused on older adults. While highlighting progress, the report also addresses the ongoing challenges in tackling homelessness. |
Emeritus Students College of Marin (ESCOM) is a provider of lifelong learning in Marin and beyond. They have been offering free programs for active adults that connect, educate and entertain for over 50 years. ESCOM provides a rich variety of clubs, monthly talks and social, cultural events for their members, both online and in person. In addition to their programs, ESCOM members are welcome to contribute to their journal of creative writing, photography and poetry.
