Talus LLC Update, June 2021

Dear Community Members,

I want to share information regarding upcoming grading work on the Talus Reserve Subdivision, APN 164-270-07, located north of Lucas Valley Road and east of Las Gallinas Avenue. The site will be used to build 28 residential homes, extending off of Erin Drive, and will be accessed off the east ends of Erin and Ellen Drives. Grading is planned in 2 phases. 

Phase 1 of the grading permit includes site preparation, surveying, installation of best management practices for stormwater protection, and mass grading for the future public roads, and rough grading for the building pads. Site preparation work under this permit is expected to begin the week of June 7, 2021, with actual grading activity anticipated to begin later in the month.

Phase 2 of the grading permit, expected to be issued this summer, includes installations of the utilities, drainage facilities, construction of the roads, and more.

Hours of construction, site preparation, and grading are permitted between 7:00 am to 6:00 pm, Monday through Friday, and 9:00 am to 5:00 pm on Saturday. No construction is permitted on Sundays and Federal Holidays.

The contractor has contacted residents in the immediate vicinity via door hangers and contact information and will provide advanced notice of any road or lane closures to potentially impacted residents. Additionally, the contractor will be provided traffic control as required. Overall, we expect minimal traffic impacts. 

Currently, subdivision improvements are expected to be completed by the end of 2021; this does not include the construction of the 28 residential homes.

In July 2020 I shared information about a tree removal permit that would facilitate Lafferty Communities to move forward with development. Below is some background information shared in this July 2020 update.

  Talus LLC  

In 2005, the Oakview Master Plan was approved for subdivision of a 106.3 acre parcel into four parcels. First is the subject property, which Lafferty Communities has named the Talus Reserve. Second, named The Oaks, received approval in 2018 to develop an assisted living residence along the highway (we have not heard of any active plans to move forward with the construction at this time). Third, a parcel reserved for Caltrans to build an intersection. Fourth, an open space parcel dedicated to the Marinwood Community Services District for ongoing public use.

In 2009, the Oakview Vesting Tentative Map and Precise Development Plan were approved. These plans authorized the Talus Reserve parcel to be subdivided and developed into 28 single-family homes located east of Ellen Drive on the undeveloped hillside.  The decision is final, and the Tentative Map is now vested.

The 2009 approval did not include a tree removal permit. Lafferty Communities received approval to remove eight heritage trees and eleven protected trees on the Talus Reserve in 2020.
