Coming Back from COVID-19 |

San Joaquin County continues to provide local information and resources for businesses overcoming pandemic-related setbacks. Visit their website at https://covid19.ca.gov/workers-and-businesses/ to get information on unemployment insurance and assistance for workers. Information on paid sick leave, paid family leave, rent relief, mortgage relief, utility relief, and mixed earner unemployment compensation (MEUC) for self-employed workers is also available.
The County also provides workplace safety information to employers and guidelines for employers questioning if they can require workers to be vaccinated.
On June 15, 2021, the Governor ended the Stay Home Order and the Blueprint for a Safer Economy. He also ended the majority of executive actions put in place since March 2020 as part of the pandemic response, leaving only a subset of provisions that facilitate the ongoing recovery.
The public health order effective June 15th superseded all prior health orders. The order had limited restrictions, only related to masking and mega-events.
Restrictions that ended on June 15th include:
•Physical distancing
•Capacity limits on businesses
•County tier system
Ultimately, San Joaquin County Public Health will dictate how fast and to what degree the City reopens. You can check their website https://www.cdph.ca.gov/ for the latest status.
As the pandemic hit, many businesses found themselves ill prepared for digital transformation. As their once loyal customer base began operating out of both fear and caution, their shopping preferences changed. Customers, who would have not made minor daily necessity purchases online, tried new digital options for the first time. Instacart, Amazon, GrubHub, DoorDash, and UberEats were a few of these new digital shopping options.
Pandemic restrictions eased and vaccination rates increased; however, many business owners have discovered some of their former customers did not return. These customers discovered they liked the ease and convenience of online ordering, home delivery, and curbside pickup. They are not likely to return to their old brick-and-mortar shopping habits.
Businesses owners will now have to focus on their own digital transformation to win back their customer base and remain resilient and relevant. They are going to have to rethink their customer experience, employee experience, operations, and business model.

Broadband Fiber Now Available
The demand is growing for high-speed broadband and fiber deployments in the City as a direct result of telecommuting and remote learners. If the pandemic has taught us anything, it is that broadband infrastructure is a must. We are happy to make both our home business and brick and mortar business owners know there are more options in Manteca for broadband.

The first Raising Cane’s was opened in 1996 by founder Todd Graves, who served as CEO, fry cook, and the Cashier. They were so busy on their first day, they stayed open until 3:30 a.m. The Manteca grand opening was also very busy. They stay open late so, there will be plenty of opportunities to visit, despite the lines you may see.

Vision.Coffee
Mobile Coffee Shop
Founded in 2020 by Shiloh Martinez, Vision Coffee is quickly working its way into the Manteca community. "Serving quality coffee drinks and whole bean coffee," the bright neon yellow coffee shop on wheels has been sighted around town and has been at Market on Maple. In 2008 a small group came together in the belief that learning to brew beer would be really cool. When they got started, they focused on understanding the process of brewing good beer and avoiding the mistakes leading to bad beer. Over time, they improved their craft and their numbers grew. This led to the eventual formation of a brewing co-op of home brewers who all fell in love with not only the craft but the community created from enjoying both the fellowship and pints.
The gatherings they had continued to grow and the fellowship they experienced was powerful. Somehow they figured out how to mix beer and Jesus in such a way that people's lives were getting changed as they came together, listened to each other, and spoke into each other's lives.

Jesse Adams, Daniel Machado, Joe Long, Douglas Montandon, and Kevin Whitehouse believed they stumbled onto a powerful combination of activities they loved that could be expanded and shared with the entire community. Thus, they partnered together to create the Brethren Brew Pub. Their brewpub has been a positive force doing good in the City for a number of years, raising thousands of dollars for various causes.
In a continued effort to spread their reach and impact on the Manteca community, they have purchased and renovated the oldest government building in the City of Manteca, the former SSJID headquarters building. Here they plan to continue to change lives one pint at a time. They believe they will have their new brewery up and running by late Fall 2021.

Established by Bill Andreetta in 1990, Sunnyvalley Smoked Meats has a long history in the City of Manteca. The Andreetta family has been in the meat business since 1959, originally purchasing a meat locker plant and operating as Manteca Meat Services. Since the purchase of a 41,000 square foot facility in 2000, the Andreetta family has continually expanded their facilities to become over 100,000 square foot.

The latest addition is an 87,071 square foot addition on an adjacent parcel Sunnyvalley owns. Here they will continue to grow and expand their successful business and continue to be innovators in the smoked meat market.

New Projects on the Horizon
|
|
A new beverage distribution building is being proposed at the Center Point Intermodal Center on the Container Yard 2 project site. This proposed project would construct a +/- 280,983 square foot structure standing 36' clear. If the project gets approved as proposed, it will have 251 parking stalls, 40 truck docks, 56 trailer stalls, three truck bays, 270,176 square feet of warehouse space, and 25,000 square foot office space.

The City recently closed escrow on its purchase of the former County Health Building in downtown.
City leaders are currently in the planning stages for how the facility will be used but the focus will be on increasing the activity in the downtown as part of the City's revitalization efforts. More news to come as the planning progresses.

Frontier Communications exited bankruptcy this past summer and committed to doubling its fiber coverage in the US to an additional three million homes and businesses.
A local network planning engineer says that Frontier already has approved plans for fiber to 5,000 Manteca homes. They are able to provide true one gigabit speeds and believe they will be able to offer two gigabit speeds in the near future.

Q: Where did the Community Development Department go?
A: The Community Development Department has been renamed to Development Services and no longer sits on the main City Hall campus. It is now on the corner of Center St and Union Rd. in the Hensley Building, located at 1215 N. Center St. Development Services is in suite 201, on the second floor.
Q: Does the City have a new City Manager selected?
A: On Tuesday, September 7, 2021 the Manteca City Council will consider the employment contract for your new City Manager. If approved, Toby Wells will start as the new City of Manteca City Manager on Thursday, September 16, 2021.
Mr. Wells holds a Bachelor’s Degree in Civil Engineering and has over twenty-seven years of municipal government leadership experience with over nine years as a Deputy City Manager/Public Works Director/Economic Development Director and City Manager.

San Joaquin County has introduced its RAD Card Program that is designed to help small, locally owned, and operated businesses recover from COVID-19 impacts by doubling customer's money for purchases at no cost to the businesses. The County-operated program will match funds up to $100.00 on a RAD Card.
