MANHATTAN BEACH APPOINTS LIBBY BRETTHAUER AS FINANCE DIRECTOR
Fifteen-year veteran brings extensive experience and proven leadership to executive role

Manhattan Beach, CA (June 19, 2025) – City Manager Talyn Mirzakhanian announced the appointment of Libby Bretthauer as Finance Director for the City of Manhattan Beach, following a comprehensive recruitment process.

Bretthauer has served as Acting Finance Director since March 2025 and has over a decade of progressive experience within the City’s Finance Department. Her career trajectory includes advancement from Financial Analyst to this executive leadership position, demonstrating her commitment to municipal service and financial excellence.

“Libby’s decade of progressive advancement within our organization, combined with her exceptional performance as Acting Finance Director, demonstrates her readiness to take on this critical leadership role,” said City Manager Mirzakhanian.

During her tenure as Acting Finance Director, Bretthauer has led with exceptional professionalism while navigating the department through a period of transition. Her extensive experience includes budget management, strategic financial planning, innovation and leading programs and initiatives that address Council and City priorities with a community-focused approach.

“I am confident that this appointment will serve our community well and ensure continued excellence in financial management,” added City Manager Mirzakhanian. “Libby’s leadership will be instrumental as we continue to set the standard for municipal fiscal responsibility.”

Bretthauer holds a Bachelor of Business Administration,, with emphasis in Finance, and Economics, from Washburn University, and a Master of Arts in Politics, Economics, and Business from Claremont Graduate University. She is also a Certified Public Finance Officer.

Bretthauer’s appointment is effective immediately. She will oversee all aspects of the City’s financial operations, including budget development, financial reporting, accounting, revenue services, and strategic financial planning initiatives.
