BELOW ARE THE HIGHLIGHTS OF THE DECEMBER 5, 2023, CITY COUNCIL MEETING:
Consent Calendar: Approved item nos. 1-11, with the exception of item nos. 10 and 11 which were acted upon separately below: (VOTE: APPROVED 5-0).

Item No. 10: Introduced an Ordinance amending existing provisions of Section 7.28.100 of the Municipal Code regarding the responsibility of property owners within an utility undergrounding district to provide required underground facilities on their property; and made a determination of exemption pursuant to California Environmental Quality Act (CEQA) (VOTE: APPROVED 5-0).

Item No. 11: Continued discussion regarding introduction of an Ordinance to establish applicable regulations regarding water system cross-connection controls to a future meeting (VOTE: APPROVED 5-0).
Item No. 12 Introduced an Ordinance amending Titles 10 (Planning and Zoning) and 11 (Subdivisions) of the Manhattan Beach Municipal Code (MBMC) to implement local regulations related to Senate Bill 9 (SB 9) (VOTE: APPROVED 5-0).
Item No. 13: Conducted a public hearing and direct staff to bring forward a resolution revoking the Use Permit for the property located at 1727 Artesia Boulevard due to noncompliance with the conditions of approval (VOTE: APPROVED 5-0).
Item No. 14: Discussed a Juneteenth Community Celebration in 2024 and directed staff to allow the public more time to review the content and continue the discussion to the January 16, 2023, meeting with clarifications to the staff report and attachments.
Item No. 15: Adopted a resolution approving police officer recruitment and referral bonuses and other recruitment and retention incentives (VOTE: APPROVED 5-0).
Item No. 16: Adopted a resolution amending the City Manager’s employment agreement to provide the City Manager the ability to accrue additional annual leave of up to 150 hours, that can be used in lieu of general leave prior to December 31, 2024 (VOTE: APPROVED 5-0).
