New Guidance and Release of Extensions, Exemptions and Exclusions Webpage
CalRecycle has published the Extensions, Exemptions and Exclusions webpage to assist entities with navigating their requirements of Plastic Pollution Prevention and Packaging Producer Responsibility Act (SB 54, Allen, Chapter 75, Statutes of 2022). This webpage includes information on exemptions and exclusions that may apply to producers, local jurisdictions, recycling service providers, or other entities.
Additionally, CalRecycle hosted a webinar June 17, 2026, to help local jurisdictions understand how California’s organic waste reduction law (SB 1383) and SB 54 work together. As part of this webinar, CalRecycle published a new guidance video for Local Jurisdictions and Recycling Service Providers regarding their obligations and how to submit an extension or exemption application in Packaging Extended Producer Responsibility System (PEPRS). Slides from June 17th webinar related to submitting extensions or exemptions is also available and provide additional information to coincide with the video.
Please note, CalRecycle is still finalizing the module in PEPRS to allow electronic submissions of local jurisdiction and recycling service provider extensions and exemptions, but this module should be launched in the coming weeks. More information will be forthcoming through our listserv.
