Pursuant to the Bagley-Keene Open Meeting Act [Government Code 11123.5 (d)], CalRecycle is providing at least 24-hour notice that the following advisory board members will be attending the advisory board meeting remotely:

Wes Carter, President & Co-Founder of Atlantic Packaging Corp, Representative of a manufacturer of covered materials

Ajit Perera, Vice President of Post Consumer Operations of Talco Plastics, Inc., Representative of a manufacturer of covered materials

Rachel Michelin, President & Chief Executive Officer of the California Retailers Association, Representative from a statewide association representing the retail sector

Shane Buckingham, Chief of Staff for Circular Action Alliance, Representative from a producer responsibility organization
On March 20, 2026, CalRecycle will host an Advisory Board meeting for the implementation of the Plastic Pollution Prevention and Packaging Producer Responsibility Act (the Act; Senate Bill 54, Allen, Chapter 75, Statutes of 2022). During this meeting, the Advisory Board will discuss and get updates on:
- SB 54 Implementation from CalRecycle
- SB 54 Statewide Needs Assessment by CalRecycle
- The Producer Responsibility Organization from Circular Action Alliance
