Pursuant to section 42061 of the Public Resources Code (PRC) under the Plastic Pollution Prevention and Packaging Producer Responsibility Act (SB 54; Allen, Chapter 75, Statutes of 2022), CalRecycle must annually update the covered material categories (CMC) list and publish it on CalRecycle’s website. The CMC list was originally published on December 28, 2023 and updated on December 31, 2024.  

The CMC list establishes the covered material categories themselves and sets forth CalRecycle’s determinations of which categories satisfy the requirements to be considered recyclable or eligible for being labeled compostable pursuant to PRC section 42061(c) and (d), respectively. For the first time, the CMC list also includes published recycling rates by CMC, as required by PRC section 42061(b). 

The updated CMC list as well as guidance on how to categorize covered material into a CMC, can be found on the SB 54 Covered Material Categories webpage. 

This update does not include any changes to the categories of covered material published in the September 2, 2025 updated list of CMCs.
