Revised Application Forms
CalRecycle is sending this information to alert interested parties of the availability of revised forms and to remind collectors, recyclers, and dual entities of the requirement to notify CalRecycle in writing of changes to information contained in an approved application, including those related to covered battery-embedded products.
The updated forms can be found on the CalRecycle Forms and Information Supporting Participation webpage.
There are three unique forms for use when applying for approval, submitting a renewal, or when updating information contained in an approved application, such as for covered battery-embedded products. It is critical that the information contained in an approved application is updated and submitted to CalRecycle if there are any changes. This includes if a collector, recycler, or dual entity intends to begin collecting and recycling covered battery-embedded products on January 1, 2026, or after.
As a reminder, pursuant to Title 14 California Code of Regulations (CCR) Section 18660.18, an approved collector or an approved recycler shall notify CalRecycle in writing of changes to information contained in an approved application at least 30 calendar days prior to the effective date of any proposed changes, or if an unforeseen change occurs, an approved collector or an approved recycler shall notify CalRecycle in writing of the change within ten calendar days after the unforeseen change.
Additionally, with regards to the expansion of the Program to include covered battery-embedded products, participants should be aware of the following requirements in the regulations:
- Beginning September 1, 2025, an approved collector seeking to recover types of CEWs that are different from, or in addition to, the CEWs identified in their application must notify CalRecycle.
- Please see page 4 of the collector application (Form 186C) for the battery-embedded CEW type checkbox.
- Beginning November 1, 2025, an approved recycler seeking to add new cancellation method(s) that were not identified in their approved application must notify CalRecycle.
- Please see page 5 of the recycler application (Form 186R) for the battery-embedded CEW cancellation checkbox and battery-embedded CEW type checkbox.
- Beginning November 1, 2025, a dual entity seeking to add new cancellation method(s) that were not identified in their approved application must notify CalRecycle.
- Please see page 5 of the dual entity application (Form 186D) for the battery-embedded CEW type checkbox and page 7 for the battery-embedded CEW cancellation checkbox and battery-embedded CEW type checkbox.

Reminder on Changes to Local Government Designations
Existing Designated Approved Collectors (DAC) can collect battery-embedded CEW under existing Designations as a Designation is established for collecting CEW, which include CRT CEW, non-CRT CEW, and starting January 1, 2026, battery-embedded CEW. However, pursuant to 14 CCR Section 18660.49, there are some tasks that may need to be completed if the scope of the Designation changes:

The scope of the designation would need to be modified if there are changes in collection locations and/or method of collection, such as the location(s) where the collection activities may occur on behalf of the Local Government are changing due to collecting discarded covered battery-embedded products. This includes:
- The geographic area within the Local Government's jurisdictional boundaries where the DAC may provide CEW collection services; and
- Any specific sites and addresses at which permanent drop-off services will be provided.
- The method and description of CEW collection activities to be provided by the DAC (e.g., permanent drop-off, curbside service, illegal disposal clean-up, or temporary special events).
- If the scope of the Designation changes (as indicated above), the Local Government must immediately notify CalRecycle and the DAC, in writing. The DAC must not act on any changes in the scope of the Designation prior to the notifications. The DAC must provide a copy of the change-of-scope notification that the Local Government provided to CalRecycle, to another approved collector or approved recycler at the time the Designated Approved Collector transfers CEW to another approved collector or approved recycler.
