CalRecycle is providing this information to notify jurisdictions of upcoming changes pertaining to carryout bags distributed at stores and to provide messaging that may be used in jurisdictions’ education and outreach efforts. Additionally, CalRecycle has published information on its webpage and utilized its public notice system to provide statewide education on the new carryout bag requirements.
The SB 270 Reusable Grocery Bag Program will end on December 31, 2025, as a part of the implementation of SB 1053 (Blakespear, Chapter 453, Statutes of 2024).
After December 31, 2025, CalRecycle will no longer:
- Accept certification fees or proofs of certification for reusable grocery bags.
- Maintain the list of Certified Reusable Grocery Bags and Producers.
Effective January 1, 2026, stores will be prohibited from distributing single-use plastic carryout bags to customers at the point of sale and will only be allowed to distribute recycled carryout paper bags to customers at the point of sale for a minimum charge of ten cents ($0.10) per bag at:
Customers may also continue to use reusable bags, in addition to recycled carryout paper bags.
Please note: Cities, counties, and the Office of the Attorney General have the authority to enforce the statutory requirements for pre-checkout bags and recycled paper carryout bags. If you have questions relating to compliance, consult with your legal counsel.
A person can report violations to the California Attorney General’s Office using its online reporting form, or to the local District Attorney, City Attorney, or City Prosecutor’s office where the violation occurred.
