New Publication: Revision to What's in California Landfills: Measuring Single-Use Packaging and Plastic Food Service Ware Disposed (2025)
Revised Preliminary Findings

Public Resources Code (PRC) Section 42061(a)(2)-(3) requires the Department of Resources Recycling and Recovery (CalRecycle) to conduct a material characterization study of covered material categories and determine the approximate amount of covered material disposed of in California landfills. To meet this requirement, CalRecycle conducted a statewide material characterization study to characterize and measure the amount of covered materials landfilled in California. CalRecycle has published the revised preliminary findings report (DRRR-2025-1757), which is an update to the initial preliminary findings published on June 30, 2025.
The revised preliminary findings report includes updated estimates of the amount of covered materials landfilled in California, by weight (tons) and as a proportion of total material landfilled statewide based on statistical modeling. Additionally, the appendices of the revised preliminary findings report include (1) data tables with confidence intervals, (2) a description of the statistical modeling calculations used to generate the results presented, (3) weight-to-volume (density) conversion factors for sorting categories with covered material, including methodology and associated data tables, and (4) published comments and letters received from interested parties based on the June 2025 report.

Public Meeting
CalRecycle will host a public meeting to present the revised preliminary findings and allow interested parties to provide comments. The public meeting is planned for October 28, 2025 from 9:00 AM to 12:00 PM with options to attend virtually and in-person at the Sierra Hearing Room, 1001 I St. in Sacramento. More details will be forthcoming through the email notification, including an agenda.
