The purpose of this e-mail is to provide clarity on the separate data collection efforts conducted by CalRecycle and Circular Action Alliance (CAA). The Plastic Pollution Prevention and Packaging Producer Responsibility Act (the Act), Senate Bill (SB) 54, (Allen, Chapter 75, Statutes of 2022), requires CalRecycle to conduct a statewide needs assessment, pursuant to Public Resources Code (PRC) 42067. The results of the needs assessment will help inform the producer responsibility plan to be developed by CAA. Participation from local jurisdictions is essential to ensure comprehensive and accurate data.
CalRecycle data collection:
- While CAA and other interested parties have been actively engaged through outreach efforts led by CalRecycle, the statutory responsibility for conducting and publishing the needs assessment remains with CalRecycle.
- CalRecycle has contracted with HF&H to develop a portion of the needs assessment, specifically the Collection, Processing, and End Market (CPEM) study. HF&H’s efforts are focused solely on the required statewide needs assessment.
- As part of the CPEM study, HF&H has reached out to all jurisdictions to conduct a collection survey to assess current and future needs of California’s recycling and composting systems for covered materials.
- This includes evaluating information regarding:
- collection methods
- contamination levels
- material acceptance
- related environmental and public health impacts
- Responses to the collection survey are a critical data source to help estimate current and future costs as well as identify investments needed to reduce single-use packaging and plastic food service ware in California.
- Additionally, CalRecycle and HF&H will be reaching out to processing facilities across the state to gather information on processing activities and related environmental and public health impacts.
- Local governments may receive questions from processing facilities located within their jurisdiction regarding this data collection.
CAA data collection:
- Separately, CAA and its contractors are conducting additional data collection efforts across the state.
- CAA’s surveys and data collection support plan development.
- CalRecycle and HF&H are coordinating closely with CAA to minimize overlaps and avoid placing unnecessary burdens on local jurisdictions. That said, there will be unavoidable overlaps in data collection efforts for some jurisdictions and processing facilities.
