This email serves as notice that a Collection Survey to understand material collected for recycling and composting statewide has been published. HF&H Consultants, on behalf of CalRecycle, is administering this survey.
Respondents: CalRecycle requests the Collection Survey be completed by:
- Local jurisdictions
- Recycling service providers, collaborating as appropriate
Deadline: Thursday, July 3, 2025. CalRecycle and HF&H appreciate your input given the tight timeline for this survey.

Background
The California Department of Resources Recycling and Recovery (CalRecycle) requests local jurisdictions’ participation to support:

Implementation of the law: This survey is intended to gather data and feedback to support the implementation of The Plastic Pollution Prevention and Packaging Producer Responsibility Act [SB 54 (Allen, Chapter 75, Statutes of 2022)].

Statewide Needs Assessment: The law requires CalRecycle to prepare a statewide needs assessment of the existing recycling and composting system and identify actions and investments required to upgrade the system to meet the requirements of the Act.
Your Input & Expertise is Important
HF&H is contacting all local jurisdictions in the state to solicit voluntary participation in this important survey. Local jurisdictions’ input and expertise are essential to inform HF&H’s conclusions and CalRecycle’s final development of the needs assessment, which will affect the future of California’s recycling and composting system, including the impacts and opportunities for local jurisdictions.
