CalRecycle is excited to share information about the Thriving Communities Grantmaker Program, funded by the Inflation Reduction Act. This program represents a significant opportunity to advance climate resilience and environmental justice. By collaborating with experienced community-based grant-makers and leveraging their extensive regional networks, this initiative seeks to ensure resources reach underserved communities effectively. CalRecycle is committed to supporting these efforts by working with partners like Social and Environmental Entrepreneurs to enhance grant accessibility and amplify the impact of these critical environmental programs.
The Region 9 Thriving Community Grantmakers will be accepting applications on a rolling basis and announcing awards on a monthly basis.

Eligible Subrecipients
- Nonprofit organizations, community-based and grassroots nonprofit organizations
- Tribal governments (both federally recognized and state-recognized) and intertribal consortia
- Local governments
- Institutions of higher education
- Native American Organizations

The U.S. EPA Solid Waste Infrastructure for Recycling (SWIFR) Grant Program provides funding for Tribes and Intertribal Consortia for projects to:
- Implement the building a circular economy for all strategy series.
- Improve local post-consumer materials management programs, including municipal recycling.
- Make improvements to local waste management systems.
Available Funding
The total estimated funding for the competitive opportunity is approximately $20,000,000. The minimum individual award floor is $100,000, and the maximum individual award ceiling is $1,500,000 for the grant period. Applications are due on March 14, 2025.
Eligible entities:
- Indian Tribes, as defined in 33 U.S.C. 4201 and section 4 of the Indian Self-Determination and Education Assistance Act (25 U.S.C. 5304), which includes Alaskan Native Villages and Alaska Native Corporations, and former Indian reservations in Oklahoma, as determined by the Secretary of the Interior, and
- Intertribal consortia, consistent with the requirements in Title 40 of the Code of Federal Regulations Section 35.504(a).

The Farm and Ranch Solid Waste Cleanup and Abatement Grant provides opportunities for the cleanup of illegal disposal sites on farm and ranch property.
Funding:
- $1,000,000 available for fiscal year (FY) 2024–25
- Up to $200,000 per grant award, with a maximum of $50,000 per site or cleanup project.

Illegal Disposal Site Abatement Grant provides financial assistance to help public entities accelerate the pace of cleanup, restore sites, and turn today’s problems into tomorrow’s opportunities.
Funding:
- $1,000,000 available for fiscal year (FY) 2024-25
- $500,000 maximum per grant award

Recycled Glass Processing Incentive provides opportunities to stimulate an increase of glass cullet in the making of new glass beverage containers within the State of California. “Cullet” scrap glass that is derived from post filled food, drink, or beverage container glass produced or imported for sale in the state
Funding:
- $4,000,000 available for fiscal year 2024-2025 and fiscal year 2025-26.
- $1,000,000 is the minimum per grant award
- $4,000,000 is the maximum per grand award
