On December 31, 2024, pursuant to Section 42057(b) of the Public Resources Code (PRC), CalRecycle published the Needs Assessment Cumulative Report: Source Reduction Baseline that establishes the source reduction baseline for the weight of plastic and number of plastic components associated with single-use plastic packaging and single-use plastic food service ware sold, offered for sale, or distributed in the state in the 2023 calendar year. CalRecycle also published the Source Reduction Baseline Technical Report outlining the methodology utilized by Accenture (DRR24011), to inform the development of CalRecycle’s estimated source reduction baseline.
To provide further information on estimating the source reduction baseline, CalRecycle is also releasing an appendix offering supplemental details on the methodology used. The document is available on the SB 54 Needs Assessment webpage:
