On November 20th, the California Environmental Protection Agency (CalEPA) released the Environmental Justice Action Grants Program’s Round 2 draft program guidelines for tribal comment and public comment.
The comment period is from November 20, 2024 through January 10, 2025.
Program Description
The CalEPA EJ Action Grants Program (“Program”) is structured to provide grant funding to a wide variety of projects intended to lift the burden of pollution from those most vulnerable to its effects:
- supporting community-based organizations and residents to engage in emergency preparedness,
- public health protection,
- environmental and climate decision-making, and
- coordinated enforcement efforts affecting their communities.
In California, we know that some communities face disproportionate impacts from climate change, particularly California Native American tribes, low-income and rural communities, and communities of color.

The Farm and Ranch Solid Waste Cleanup and Abatement Grant provides opportunities for the cleanup of illegal disposal sites on farm and ranch property.
Funding:
- $1,000,000 available for fiscal year (FY) 2024–25
- Up to $200,000 per grant award, with a maximum of $50,000 per site or cleanup project.

Reusable Beverage Containers Infrastructure Grant provides opportunities for infrastructure and start-up costs related to a deposit-return system for glass reusable containers in the Beverage Container Recycling Program.
Funding:
- $23,750,000 available for fiscal year (FY) 2022-23.
- The minimum requested amount per grant award is $3,000,000 and the maximum grant award is $23,750,000.

Recycled Glass Processing Incentive provides opportunities to stimulate an increase of glass cullet in the making of new glass beverage containers within the State of California. “Cullet” scrap glass that is derived from post filled food, drink, or beverage container glass produced or imported for sale in the state
Funding:
- $4,000,000 available for fiscal year 2024-2025 and fiscal year 2025-26.
- $1,000,000 is the minimum per grant award
- $4,000,000 is the maximum per grand award
