In 2024, CalRecycle updated the regulations for the Recycling and Disposal Reporting System (RDRS). The updated regulations require new data collection and reporting in RDRS beginning in 2025.
To help you prepare for the updated requirements, CalRecycle has summarized the new requirements below. Please update your data collection protocols to ensure that you have the information needed to fulfill all new reporting requirements.

CalRecycle is planning to hold an informational webinar prior to the beginning of reporting for 2025 Q1 (reporting begins April 1, 2025) to present the new reporting system features.
Data Collection and Reporting Changes
All items listed below apply starting in 2025 Q1.
Collection Method
- Food waste self haulers must record the tons sent to recycling or composting, by collection method, and provide this information to destination reporting entities.
- Contract haulers must record the tons sent to recycling or composting, by collection method, and provide this information to destination reporting entities. Contract haulers must also report in RDRS the tons that they sent to recycling or composting out of California, by collection method.
- Transfer/processors, disposal facilities, and recycler/composters must report in RDRS the tons that they accepted for recycling or composting, by collection method.
- Broker/transporters must report in RDRS the tons that they sent for recycling or composting, by collection method.
Mixed Plastic Waste Export
For mixed plastic waste exported out of country, excluding Canada and Mexico, all entity types must report in RDRS:
- The tons exported by material type by destination region
- The tons exported from each jurisdiction of origin (not per material type or per destination)
Constituent Materials within Heterogeneous Mixtures
- For material streams that require material type reporting, if an entity chooses a material type that “is not homogenous or not an individual grade of material type” (14 CCR 18815.9(a)(2)(D)), then the entity must either provide the list (but not tons) of materials that are in that mixture or certify that they do not have access to such a list.
