
We are thrilled to share that City of Lompoc Transit is receiving a $5.45 million grant from the California State Transportation Agency to complete the funding needed to construct the new Lompoc Transit Facility and implement Photovoltaic Solar Canopies for solar energy and a microgrid storage system to operate and manage the city’s growing fleet of electric buses.
In addition, the city will benefit from 23 new electric buses being purchased countywide thanks to $14.4 million in grant funding.
This funding going to Lompoc was the result of a partnership between Santa Barbara County Association of Governments and the city's transit division.
 Road improvements are continuing in Lompoc.
The City of Lompoc 2024 Cape Seal and Slurry Seal Roadway Rehabilitation Project is underway, with road closures and detours mapped out as the work is carried out. Cape seal is a roadway maintenance treatment that combines several pavement treatments to extend the life of a road. Currently, slurry seal is being applied on city streets. Slurry seal is a single-application step to improve streets.
There are signs throughout the city marking work areas and detours.

 National First Responders Day on October 28th is a day dedicated to acknowledging our first responders. We are partial to our City of Lompoc ones, including Lompoc Fire and Lompoc Police. Thank you, all, for the lifesaving work you do each day.
 The floating pumpkin patch at the Lompoc Aquatic Center known as Dunkin for Pumpkins was a blast. Can you believe we had 125 of you there? So fun.

Lompoc Parks & Recreation is seeking individuals and businesses to fill spaces at the Lompoc Outdoor Community Market.
The Lompoc Outdoor Community Market takes place weekly on Saturdays from 9 a.m. to 3 p.m. in the downtown parking lot at the corner of Ocean and I streets. This outdoor market welcomes all vendors, crafters, farmers, and businesses, offering a discount for those who commit to four consecutive weekends. Spaces are available for $25 (13x13 feet) or $45 (13x20 feet with a vehicle).
Those interested in participating are asked to visit the Lompoc Recreation website at www.cityoflompoc.com/recreation or to call the recreation offices at (805)-875-8100 during normal business hours.
The City of Lompoc is making funds available to non-profit agencies and other organizations under the Federal Community Development Block Grant (CDBG) Program and local Human Service Funds for Fiscal Year 2025-2026. Grants will be awarded at a $15,000 minimum. In order to apply for funding, interested applicants must attend a mandatory pre-application workshop and community meeting. Details.

Staff Presentation: Planning Manager Brian Halvorson provided an update on current and pending projects in the Planning Division.
Appointments: Council appointed Robert Holloway to the Utility Commission, for a temporary out of district appointment with a term ending October 15, 2025.
Councilmember Starbuck pulled consent calendar item no. 8 below from the consent calendar for discussion.
After lengthy discussion, the council approved the proposed revisions to the handbook and provided staff with direction to ensure the handbook included clear notice of the requirement for all appointed commission, committee, and board members to file an annual statement of economic interests (Form 700); and the council will hold joint meetings with each standing body every two years. This item will return to council at the November 19, 2024 regular council meeting for the second reading of the ordinance.
