“While our region continues to navigate unprecedented times, the Los Angeles County LGBTQ+ Commission is helping strengthen how the County serves LGBTQ+ residents with the resources and services they deserve,” said Los Angeles County Board Chair and First District Supervisor Hilda L. Solis (she/her). “That is why I formed the Commission in 2023. From supporting Know Your Rights workshops for LGBTQ+ immigrants to uplifting critical issues faced by LGBTQ+ residents, the Commission continues to help shape County policy and services. I am proud to continue working alongside the Commission to advance this critical work.”
“The Los Angeles County LGBTQ+ Commission’s latest report reaffirms that our LGBTQ+ community is not a monolith and that we cannot do the work of serving our communities without meaningful partnerships. The diverse lived experiences and intersectional challenges impacting LGBTQ+ residents require policies and services that intentionally address these challenges - which ultimately strengthens our County as a whole. I’m proud to work alongside the Commission and extend my gratitude to the commissioners and community partners who continue to show up, speak up, and help build a Los Angeles County where every LGBTQ+ resident can live with dignity, safety, and the opportunity to thrive,” said Second District Supervisor Holly J. Mitchell (she/her).
“This annual report reflects the collaboration happening across Los Angeles County to turn community priorities into action,” said Third District Supervisor Lindsey P. Horvath (she/her). “I’m grateful to the LGBTQ+ Commission and to each of the Commissioners for their work to elevate community voices and advance change across our County. At a time when LGBTQ+ communities are facing attacks on their rights and dignity, LA County will keep showing up, standing together, and delivering the support people need. That’s how we honor LGBTQ+ History Month — by building on this work and continuing to move equality forward.”
“LA County is here to catch people who reach the end of their ropes—physically, mentally, or financially—and we need to make sure that safety net works for everyone,” said Fourth District Supervisor Janice Hahn. “We created the LGBTQ commission because we recognized how important it would be to have their voices at the table when we’re shaping policies on foster care, housing, healthcare and so many other issues. This LGBTQ History Month, we should celebrate the commissioners who are making that history right here in LA County.”
“When the Eaton Fire tore through Altadena, LGBTQ+ residents lost homes, businesses and livelihoods alongside their neighbors, while some faced additional barriers to accessing critical assistance,” said Fifth District Supervisor Kathryn Barger. “I appreciate the Commission for ensuring these residents had a voice and for keeping their needs at the forefront of the County’s recovery efforts.”
Building on its inaugural year, the Commission responded to increased federal attacks on LGBTQ+ and immigrant communities by advising the Board of Supervisors and County departments on the combined impact of anti-LGBTQ+ and anti-immigration rhetoric and legislation in Los Angeles County. Its recommendations led to the June 30, 2026 Board Motion to protect Transgender, Gender Expansive, and Intersex community members. The Commission also partnered with the Office of Immigrant Affairs to host virtual discussions with LGBTQ+ immigrant-serving organizations, providing direct input on their communities’ ongoing and emerging needs.
“Given the persistent and discriminatory actions of the federal administration on LGBTQ+ programming funding cuts, access to care, and anti-LGBTQ+ legislation, it is critical that Los Angeles County continue to ensure that all residents are safe. The Commission will continue to proactively provide recommendations to the Board of Supervisors and County departments on how they can take the necessary steps to champion the safety, equity, and wellbeing of all LGBTQ+ people,” said Sunitha Menon, LMSW (she/her, they/them), Executive Director of the Los Angeles County LGBTQ+ Commission.
Over the past year, the Commission advanced a wide range of initiatives that strengthened protections, expanded access, and deepened collaboration to support LGBTQ+ communities across Los Angeles County.
Significant report highlights include the following:
- Recommending language for the June 30, 2026, Motion “Reaffirming the County’s Commitment to Protect, Support, and Champion Equal Protection and Rights for the Health and Wellbeing of all Transgender, Gender Expansive, and Intersex (TGI) people in LA County.”

The Commission continued advancing key priorities by uplifting the needs of LGBTQ+ youth through targeted recommendations to the Department of Mental Health and continued engagement with the Youth Commission and the Office of Child, Youth, and Family Wellbeing. Commissioners and staff also held more than 55 conversations with Supervisorial offices and County departments to provide timely guidance on issues affecting LGBTQ+ residents, while expanding online resources on the Commission’s website to ensure accessible information and support.
In the upcoming year, the Commission will continue to prioritize LGBTQ+ youth, TGI people, access to life saving health and mental health care, LGBTQ+ immigrants, safety and wellbeing, and LGBTQ+ immigrant and refugee community needs. The Commission is proud to continue serving the LGBTQ+ employees and constituents and uplifting the varied needs of our entire community.
“This Commission was created to ensure LGBTQ+ people are not only visible but actively considered in the policies and systems that shape public life across Los Angeles County. Throughout this year, our work has included issues connected to homelessness, immigrant communities, youth advocacy, workplace equity, allyship, and emergency response during moments of crisis, including the wildfires that deeply impacted our region,” said Sydney Rogers, MSW (she/her), Chair of the Los Angeles County LGBTQ+ Commission.
