Notice of Public Hearing on Final Environmental Impact Report and Zoning Ordinance Amendments
Proposed Commercial Cannabis Regulatory Program
The Los Angeles County Regional Planning Commission (RPC) will hold a public hearing to consider the Final Program Environmental Impact Report (Final PEIR) and amendments to Title 22 (Planning and Zoning) of the Los Angeles County Code (Zoning Ordinance) for the proposed Commercial Cannabis Regulatory Program. This hearing was previously scheduled for August 26, 2026.
If ultimately approved by the Board of Supervisors, the Zoning Ordinance would establish the land-use rules for commercial cannabis businesses in unincorporated Los Angeles County.
The County has also made the draft Title 8 licensing ordinance available to help the public review and understand the broader proposed regulatory program. The draft Title 8 ordinance is provided for public information only and is not before the RPC for its consideration. The Board of Supervisors will consider both the Zoning and licensing ordinances at a future hearing.
What the Commission Will Consider:
The RPC will consider making recommendations to the Board of Supervisors on:
- Zoning Ordinance amendments that would establish land-use standards and identify locations where commercial cannabis business may be allowed.
- Final PEIR that analyzes the proposed program’s potential environmental impacts.
- Mitigation Monitoring and Reporting Program ensures measures to reduce environmental impacts are implemented and monitored.
- Findings of Fact and a Statement of Overriding Considerations required by CEQA.
During the hearing, County staff will present an overview of the Zoning Ordinance and the Final PEIR. After the presentation, community members and other interested parties will have an opportunity to provide public comments. Following public testimony, the RPC will deliberate on their recommendations.

To submit written public comments for the record, email cannabis@lacounty.gov and include your first and last name and phone number.
Written comments submitted before 12:00 p.m. on Tuesday, October 20, 2026, will be provided to the RPC in advance of the hearing. Comments received after this deadline will still be added to the public record, but they will not be given to the RPC before the hearing.
