Dear Neighbor,
"We have a lot of work to do," said my good friend, Rodney Ellis, Harris County Commissioner (Texas), as we reflected on key takeaways from last week's National Association of Counties (NACo) Annual Conference. And I couldn't agree more.
I had the privilege of representing LA County alongside Supervisor Kathryn Barger at the conference. NACo is a bipartisan organization that brings leaders from our nation's 3,069 counties together with a shared mission: strengthening our communities and delivering better outcomes for the residents we serve.

During this year's conference, I was also honored to be appointed co-chair of NACo's inaugural Youth Housing and Homelessness Task Force by NACo President George Dunlap.
At a time when access to healthcare and fundamental programs that millions of residents across our country rely on for food, childcare and other necessities are under attack because of the Trump administration's H.R. 1 ("The Big Bill"), and as the latest Greater Los Angeles Homeless Count results underscore the urgent need for sustained investment in proven housing solutions, collaboration and resource sharing has never been more important.
The challenges facing counties today are too great for any one community to solve alone. By coming together and sharing what works in meeting the changing needs of our residents, we can build stronger, and healthier communities. That's the work ahead of us and it's work I'm committed to doing alongside you.

The Los Angeles Homeless Services Authority (LAHSA) released the 2026 Greater Los Angeles Homeless Count Result. The slight declines from the past two years have become stagnant, providing a sobering reminder that cuts to funding and delays in proven solutions can quickly undermine any progress made. The reality is that for every person we house, two more fall into homelessness which means ending this crisis requires sustained collaboration and investment at every level of government.
The Point-in-Time Count provides an important snapshot—not the full picture—but one that must inform our response. That includes ensuring the County’s new Department for Homeless Services and Housing fulfills its mission to close gaps, strengthen accountability, and better coordinate efforts across city, county, and community partners. Significant changes to LA County government are underway and more are on the horizon as a result of voters passing Measure G in 2024. These changes include the County's first Governance Reform Task Force, an independent Ethics Commission, and an elected County Executive. The County’s Justice Care and Opportunities Department is currently accepting applications for their Incubation Academy which supports grassroots 501c3 nonprofits and faith-based organizations across LA County. The program includes 12 weeks of virtual training, nine months of executive coaching and peer support to help strengthen nonprofit operations and long-term impact.

The LAGRANT Foundation and Aventi Techologies, are awarding $1,000 scholarships to individuals who have been formerly incarcerated or have a parent who is currently incarcerated. Up to ten scholarships will be awarded to current college students or recent graduates (within the past year) from a college/university in California, Florida, North Carolina, New York, or Texas. Students must be pursuing or have a degree in advertising, marketing, public relations or a similar field.
