Dear Neighbor,
I hope you’re doing well and that Spring has been good to you so far. As we recognize Mental Health Awareness Month this May, I wanted to share an important update about a program that is making a real difference in communities across Los Angeles County.
Last year, I co-authored a motion with Supervisor Janice Hahn to bring back on-site mental health support services at County library locations that had paused due to the COVID-19 pandemic. Since relaunching in 2025, the Library Engagement and Access Program (LEAP) – a partnership between the County’s Library Department and Department of Mental Health that brings on-site mental health and social services to library locations across Los Angeles County - has connected more than 200 people to interim housing and critical support services.
I’m proud to share that this program has now expanded to 17 library locations, allowing us to reach even more residents with compassionate, in-person care and support.
LEAP services are now available at our Carson, Lennox and Willowbrook library locations and also at:

- Baldwin Park
- East Los Angeles
- Lancaster
- Lloyd Taber–Marina del Rey
- Malibu
- Norwalk
- Paramount

- Pico Rivera
- Quartz Hill
- Rosemead

- South Whittier
- Sunkist
- Topanga

Our libraries are trusted community spaces where residents from all walks of life co learn, connect, and seek resources. This pilot program recognizes that reality by supporting librarians, connecting vulnerable residents to mental health and housing services, and helping create safer, more welcoming public spaces for everyone. Sincerely, Holly J. Mitchell Supervisor, Second District
Wishing a heartfelt Happy Mother’s Day weekend to all mothers and anyone who has the honor of being considered a mom to someone they care for. Thank you for how you show up for your loved ones and our community.

For El Camino Village residents living near the Alondra Park Stormwater Project whose claims have been denied by Travelers Insurance, my office has been closely monitoring this issue and working with the Department of Public Works to launch an independent investigation. We have also alerted the California Department of Insurance and encourage impacted residents to file complaints by calling 1-800-927-4357 or completing the online form here: California Department of Insurance Complaint Form. If the County’s investigation finds that OHLA USA, Inc., the contractor hired by Public Works, caused damage to residents’ homes, or that Travelers Insurance improperly denied claims, they must and will be held accountable.
