Dear Neighbor,
Illegal dumping in our unincorporated communities continues to be a serious issue, and we need your support to help stop it.
This past week, as part of the Second District Beautification Project, our Clean-Up Crew collected over 3,000 pounds of debris and bulky items, including mattresses, furniture, charcoal, and other illegally dumped materials near an encampment at Success Avenue and Imperial in our unincorporated Willowbrook community.
No street in our communities should be used as a dumping ground—especially in areas near encampments, where we are actively working to connect people with the services and support they need to obtain housing.
Report Illegal Dumping
Residents in unincorporated communities can report illegal dumping to the LA County Public Works Department by using TheWorks App. Download it at dpw.lacounty.gov/theworks or call the County’s Clean LA Hotline at 888-838-6746. Reporting illegal dumping helps ensure that clean-ups in high-impact areas occur more frequently.
Public Health Alert: Flea-Borne Typhus in Willowbrook
With the increase in illegal dumping, there is also increased concern about attracting rodents that contribute to the spread of disease. There have been recent cases of flea-borne typhus in our Willowbrook community.
LA County Public Health has distributed informational flyers in Willowbrook (see below) advising residents to keep fleas off their pets by regularly using flea control products and to take other precautions, such as avoiding free-roaming animals that may be attracted to trash.
For more information and guidance on flea borne typhus, please visit: http://publichealth.lacounty.gov/acd/diseases/Typhus/Index.htm
Keeping our neighborhoods clean and safe requires all of us working together. Don’t dump on our communities and If you see illegal dumping, please report it right away. My office works closely with Public Works to help ensure hot spot areas and constituent concerns are being addressed. By taking action, we can prevent health hazards and keep our streets clean for everyone.
In service, Holly J. Mitchell Supervisor, Second District

The latest report from the County’s Street Takeover Reduction Workgroup shows continued declines. We ended 2025 with more than a 50% reduction countywide and a record 72% drop in the Second District compared to the same time in 2024.
Three years ago, I called for the Workgroup’s creation and for quarterly updates to track our progress. These outcomes reflect years of partnering with and listening to the communities most impacted. I’m encouraged by these results and look forward to continuing our work together to keep these numbers declining countywide.
Construction to repair the Marvin Bruade trail has begun! Last October, my office invested $2 million to repair the bike path between Dockweiler Beach and Ballona Creek that was damaged during winter storms and high tides in 2023. While the County Department of Public Works acted quickly to secure the site and implement a detour, the damage significantly limited access for many residents and tourists who rely on this popular route.
This 22-mile coastal trail is used daily by thousands of residents and visitors for biking, running, and enjoying the outdoors. It stretches through several beach communities, including Torrance, Redondo Beach, Hermosa Beach, Manhattan Beach, El Segundo, Los Angeles, and Santa Monica. The repairs are expected to be done by this summer.
Join the Office of Supervisor Holly J. Mitchell and community partners on Wednesday, March 25, as we explore the impact of systemic racism within diverse faith-based communities and foster meaningful dialogue and action to work in solidarity — advancing racial justice, equity, and a shared commitment to public service. This event is open to all. If you identify with a faith-based community or not, all are welcome to attend. Register here: bit.ly/RJLE-March-2026
If you are a resident of Florence-Firestone or Ladera Heights and haven’t had a chance to participate yet, we encourage you to explore the many free programs now available as part of the 2nd District Community Budget. These projects were voted on by community members, and we want to ensure that all Florence-Firestone and Ladera Heights residents are aware of the opportunities happening locally so they can take full advantage of the resources being offered.
Check out the videos below of some of the projects that are happening now - we look forward to seeing you there!

The LA County Women of the Year Luncheon returned just in time to celebrate the LA County Commission for Women’s 50th anniversary. Due to last year’s LA County wildfires, the event was canceled so this year we were able to recognize the 2025 and 2026 honorees.
Our 2025 honoree, Lila M. Omura has been an unsung hero, connecting hundreds of individuals experiencing homelessness with vital resources and helping them transition into housing.
Our 2026 honorees Nicole Harper Rawlins and Kerri Harper-Howie have made a remarkable impact in the business community, creating more than 1,000 jobs and leading with a strong commitment to community through their ownership of several McDonald’s franchise restaurants in South LA.
Congratulations to all the honorees for exemplifying what it means to be a trailblazer.
