Dear Neighbor,
During this week’s Board of Supervisors meeting I voted in support of amending the County’s Nonconforming Vehicle Ordinance. It now includes all unincorporated communities in the Second District, including: Del Aire, Lennox, East Rancho Dominguez, El Camino Village, Rancho Dominguez, Walnut Park, Florence-Firestone, West Carson, Willowbrook, Athens-Westmont.
Expanding the County’s Nonconforming Vehicle Ordinance to include additional unincorporated communities is necessary, particularly given the increase in oversized vehicles in our unincorporated areas after neighboring cities adopted and began enforcing similar parking restrictions.
Amending this ordinance, which was informed by residents, is an important step toward improving street safety as it relates to oversized vehicles. However, implementation will be just as—if not more—important to ensure residents see the tangible impact of the action we are taking today.
We also cannot discuss oversized vehicles without acknowledging our unhoused residents who rely on RVs as their only form of shelter. I want to make it clear that this ordinance does not change the lawful and humane process for responding to people living in vehicles. We will continue to pursue a human centered and urgent response to the homelessness crisis. That means following established outreach protocols, obtaining consent from individuals experiencing homelessness before relocation to interim or permanent housing, and lawfully addressing and disposing of vehicles when appropriate.
The County’s Homeless Services and Housing Department remains responsible for addressing the standing list of encampment hot spots in the Second District and throughout the County. It is my expectation that we approach both the implementation of this ordinance and our outreach efforts to move residents off the streets with unwavering determination and steadfast action.
The final reading and vote to approve the ordinance will take place on Tuesday, March 3. I look forward to sharing updates as this amendment is implemented.
Responding to Safety Concerns as a Result of the U.S. Conflict in Iran
Our office is in communication with the LA County Sheriff’s Department who is monitoring for safety threats as a result of the U.S. conflict in Iran.
We understand there are community concerns and will continue to be in communication with the County’s Office of Emergency Management and our County Chiefs of Police to ensure the safety of our communities.
We know that our constituents will continue to participate in demonstrations safely and peacefully.

My office launched the 2nd District Youth Justice Fund to expand access to proven, community-led programs that support young people in our district in reaching their fullest potential.
The 2nd District Youth Justice Fund will be providing a minimum of $50,000 in grants to qualified 501(c)(3) nonprofit organizations in the Second District that work directly with youth ages 18 and under in the focus areas below are encouraged to apply:
- Mentoring
- Prevention & Intervention
- Counseling
- Gang Intervention
- Crisis Intervention
- Summer Programs
- Parent Education

As part of the Bridge Point South Bay II project approval, $300,000 was set aside to create a community improvement fund for the unincorporated community of West Carson. The goal was simple: make sure local residents had a direct say in projects that would benefit their neighborhood.
In 2023, West Carson residents stepped up and submitted ideas for how to use the funds. From those suggestions, nine potential projects were identified. Our office then brought together a Community Advisory Panel (CAP) made up of West Carson community members. They carefully reviewed each proposal, talked through the pros and cons, and ultimately voted to recommend the Normandie Avenue Median Beautification project.
 We’re happy to share that the project is now under construction and is expected to be completed by May 2026. The improvements will include replacing the existing concrete, adding about 15 new trees, and two ADA-compliant bus benches will be installed near 212th Street and Levinson Street to improve accessibility and comfort for transit riders.
We’ll continue to provide updates as construction progresses and look forward to seeing these improvements come to life for the West Carson community.
Ladera Heights: Starting in March we are launching another winning 2nd District Community Project idea that residents of Ladera Heights voted on. The Active Minds, Healthy Lives Initiative, led in partnership with Building Futures Inc will provide residents ages 55+ with free, fun, mobile fitness classes, that include: chair yoga, low-impact cardio with mobility bikes or ellipticals, Fitbit heart health tracking, and virtual reality activities to support memory and overall well-being.
Classes will take place every 1st and 3rd Wednesday starting March 18 from 1:30 p.m. - 3:00 p.m. at the Yvonne B. Burke Senior Center (4750 W. 62nd St, Los Angeles, CA 90056).
Florence-Firestone: The Connection to Ready to Hire Jobs project that Florence-Firestone residents voted for has two exciting updates below that are being led in partnership with the community organization, Inspire Together:

Our American Indian and Alaska Native (AIAN) communities experience disproportionate rates of homelessness. To help illuminate these inequities and create lasting solutions, LA County’s Anti-Racism, Diversity, and Inclusion (ARDI) initiative has launched the American Indian and Alaska Native People Experiencing Homelessness Dashboard. The dashboard disaggregates data from LAHSA’s annual Homeless Point-In-Time (PIT) count, administrative datasets, and U.S. Census data. Job Training and Career Programs at Florence Library Starting March 4th
Join the LA County Department of Economic Opportunity, America’s Job Centers of California, and High Road Training Partnerships at Florence Library on the first Thursday of every month, starting March 4 from 1:00 p.m. - 3:00 p.m. Attendees can register with an AJCC, explore no-cost training programs in healthcare and hospitality, and begin enrollment for upcoming cohorts. No registration is required and walk-ins are welcome.

2026 L.E.A.D.E.R.S. Training Academy
The Los Angeles Regional Reentry Partnership L.E.A.D.E.R.S. Training Academy connects young adults between 18-25 with one-on-one mentorship support, networking opportunities, leadership, and advocacy training. Participants will take part in 10 hours of monthly training and receive a stipend of $300 per month. Justice-impacted young adults, foster youth, and anyone with lived experience with homelessness are encouraged to apply here.
