Dear Neighbor,
I am proud to share that at this week’s Board of Supervisors meeting we received the latest quarterly update from LA County’s Street Takeover Reduction Workgroup, showing a 35% drop in these dangerous activities in our district. Areas served by the Compton Sheriff’s Station—such as East Gardena, West Rancho Dominguez, and East Rancho Dominguez—saw even greater decreases.
This progress builds on years of work and reflects the strong collaboration between County departments, law enforcement, community partners, and residents. Since our first community symposium in the Second District over two years ago, where we began to map out key hot spots and gather insight directly from residents and the stakeholders; I’ve called for quarterly updates from the County’s Street Takeover Reduction Workgroup, directed a letter to be sent to social media companies asking them to honor their own policies on not showing or monetizing content featuring illegal activities, and my office continues to work closely with community organizations in helping to raise awareness.

The impacts of illegal street takeovers and racing are real and devastating, and include loss of life, severe injuries, damage to our neighborhoods, and the constant fear for one’s safety in their own community.
I want to share the painful story about one of our constituents, Raymond Olivares, whose bright and promising life with his fiancé, was cut short in 2023 at the young age of 27, when he was struck by a car speeding away from a takeover in his neighborhood.
My office is teaming up with the nonprofit Street Racing Kills, to raise awareness. Our work is far from done. We know this is a dynamic issue that continues to affect communities across the region. The Second District continues to experience the highest rates of illegal street racing and takeovers. We must build on what we know is working and uphold our shared responsibility to keep our streets and communities safe.

Upcoming non-displacement clean-ups happening during the week of December 8 in our unincorporated areas: West Carson at Torrance Blvd and Javelin Avenue. Please note that clean-ups are ongoing and outreach is happening as well to help build trust and connect people to services while we work to secure interim housing. If you would like to notify the County of encampments in your community, you can submit via The Works App here.
Reminder: LA County’s Emergency Rent Relief Application for landlords will open on Wednesday, December 17. Go to LACountyRentRelief.com to complete the form to receive a reminder once the application opens. This program is for anyone in LA County who has faced financial hardship with paying rent due to the January wildfires or immigration raids. If you’re a tenant, send the link to your landlord since only they can apply.

Our 2nd District Community Budget Project (focusing on our Ladera Heights & Florence-Firestone unincorporated communities) is well underway in the implementation phase. Last month we shared about the Community Implementation Partners that will be working with our office to bring the winning ideas to life. One of those ideas that residents voted for in Ladera Heights was a Digital Literary Empowerment Project at the Yvonne Burke Senior Center.
Check out the photos below of some of the 80 participants that were part of the first workshop where they got to participate in a Waymo test drive and learn about emerging technologies that can support independence and autonomy. We will share about upcoming digital learning opportunities, including a cybersecurity workshop planned for 2026.

Florence-Firestone: Florence-Firestone Is Home Led by St. John’s Community Health
Outreach for Florence-Firestone is Home is now underway. St. John’s Community Health is connecting directly with residents to spread the word about the initiative, which provides $500 cash grants to help households facing past-due rent, mortgage payments, or utility bills. The application window will open on Monday December 15 and close on Saturday January 31, 2026. Anyone in Florence-Firestone can apply regardless of immigration status. Join us for our final 2nd District Racial Justice Learning Exchange for the year, happening next Saturday, December 13 from 12:00 pm - 3:00 pm at the Charles R. Drew University’s Keck Building.
We will be hosting the Maternal Health Forum and Family Support Resource Fair in partnership with Black Women for Wellness, Charles R. Drew University Black Maternal Health Center of Excellence, and Hispanas Organized for Political Equity (HOPE) and other community partners. This free event will be a day of connection, resources, give-away items, and support for new and expecting parents, caregivers, and their families.

This week, the Los Angeles County Human Relations Commission released its annual analysis of hate crimes reported in Los Angeles County, the latest report captures data for 2024.
The findings show record-high increases in hate crimes targeting African Americans, LGBTQ+ individuals, Jewish people, Latino/as, Middle Easterners, women, Israelis, Muslims, and Scientologists.
The report also highlights notable rises in incidents occurring in schools and cases linked to conflicts in the Middle East. To read the report, click here.
