Dear Neighbor,
The findings in the recent State of Black Women Report from the California Black Women’s Collective Empowerment Institute (CABWCEI ) are a powerful reminder of a truth we cannot ignore: while Black women and girls continue to lead, build, and strengthen our communities, they remain disproportionately burdened by systems that were never designed with them in mind. From wage inequality and housing instability to health disparities and limited opportunities for leadership, Black women are overrepresented in every major inequity.
I am proud to share that CABWCEI and Mount Saint Mary’s University have used the findings from this report as a call-to-action and have created the Holly J. Mitchell Girls Empowerment Institute. This seven-month program will equip middle and high school girls across Los Angeles with mentors, workshops, and experiences to nourish their confidence, purpose, and leadership — because if you can see it, you can be it.
Addressing the root causes highlighted in the State of Black Women and the County’s State of Black LA report—and the continued overrepresentation of Black and Brown communities in our foster care and justice systems—requires a deep commitment to disrupting cycles of harm and investing in upstream solutions.
During this week’s Board of Supervisors meeting, the Board passed my motion with Supervisor Horvath to advance the County’s commitment to a unified prevention framework to help ensure every child and family has the foundation necessary to flourish.
By aligning County departments under shared goals and common measures—led by the Office of Child Protection—we can build a stronger, more equitable system that delivers early support and reduces disparities.
We know that eliminating harm is essential, but it is not the whole journey. The County’s commitment to a prevention framework that is coordinated, measurable, and grounded in justice allows us to go further in serving our most vulnerable communities and improving outcomes for all residents.

This week, LA County’s Pathway Home Initiative conducted encampment resolutions in our Willowbrook, Lennox and Inglewood communities, resulting in dozens of individuals opting-in to accept interim housing with support for their journey to permanent housing. Thank you to the County’s Homeless Initiative, Homeless Outreach Program Integrated Care System (HOPICS), People Assisting The Homeless (PATH) and Caltrans for making this resolution possible. |

Every year for the holidays, my office participates in the LA County Department of Public Social Services Adopt-a-Family initiative. This program matches sponsors with families DPSS serves to help make their holiday wish lists come true.

Major changes are coming to CalFresh/SNAP starting on January 1, 2026, as a result of the Trump administration's “Big Bill” (H.R.1) that passed earlier this year. To help support recipients, LA County’s Department of Public Social Services (DPSS) is hosting free online webinars covering updates including, eligibility changes for non-citizens, new work rules for adults without dependents, and more.
