Dear Neighbor,
This week, the Board of Supervisors passed my motion recognizing September as National d/Deaf Awareness Month and September 23 as d/Deaf Awareness Day in Los Angeles County.
From my time in college working at the California School for the Deaf to my service in public office, accessibility and inclusion have remained a priority for me. I’m proud that the County continues to stand with the global movement to celebrate the rich cultures, languages, and lived experiences of our d/Deaf, DeafBlind, Hard of Hearing communities —and remains committed to expanding communication access and improving quality of life outcomes.
LA County is home to one of the largest d/Deaf and Hard of Hearing communities in the nation, with more than 800,000 individuals. This year’s global theme for d/Deaf Awareness Month, "Beyond the Silence," challenges misperceptions and harmful stereotypes about people who are d/Deaf and promotes diverse communication methods to ensure that all voices are heard.
I’d like to extend a special thank you to Michael Kwame Agyin—our Second District Commissioner on the LA County Commission on Disabilities and Founder of the Compton ASL Club—and Trish Knechtli, the first Deaf Native American Indian social worker with the County’s Department of Children and Family Services, for standing with me to raise awareness (be sure to check out their remarks in the video above).
I encourage all residents to join LA County in commemorating d/Deaf Awareness Month and supporting our ongoing efforts to build more inclusive communities. We want to express our gratitude to everyone who has shared their thoughts and feedback over the past year as we’ve worked on the Metro C-Line Extension project. Your input has been invaluable in shaping this process. We’d like to inform you that Metro has now released the Final Environmental Impact Report (EIR) for the C Line Extension to Torrance. This report responds to over 2,000 public comments and provides important information about the Hybrid Alternative—a route following the Metro-owned Right-of-Way (ROW). You can view the Final EIR by clicking here.
Looking ahead, Metro will continue to gather public feedback to present to the Metro Board, which is expected to consider the certification of the Final EIR and project approval this year. This week, we received the latest quarterly report from the County’s Street Takeover Reduction Workgroup. Supervisor Mitchell called for these ongoing updates to track the County’s efforts to reduce—and ultimately end—illegal street takeovers and racing, which threaten lives and public safety. A main takeaway is the need to focus our efforts where the problem is most concentrated. Our unincorporated communities of West Rancho Dominguez, Each Rancho Dominquez, and East Gardena continue to see the highest numbers of takeovers in the County.

Housing Rights Workshop for LA County Renters (English & Spanish)

On September 25, the Housing Rights Center, LA County Office of Immigrant Affairs, and the Community Investment for Families Department will host a free workshop on tenants’ rights under California’s fair housing laws. The session will cover disability accommodations, source of income protections for voucher holders, immigration-based protections under AB 291, recognizing and reporting housing discrimination, and accessing LA County resources.

Learn how to obtain a no-cost Sidewalk Vending Registration Certificate (SVRC), access subsidies for food permits including the California Food Handler’s Card, and apply for up to $5,000 in Small Business Mobility Fund Formalization Grants. Attendees will also learn how to stay compliant with the Sidewalk Vending Ordinance while growing their business.
