Dear Neighbor,
On January 1, 2025, Assembly Bill 413 went into effect across California, including Los Angeles County. This law prohibits stopping, parking, or leaving a vehicle standing—whether attended or unattended—unless necessary to avoid traffic conflicts or in compliance with directions from a peace officer or an official traffic control device.
Specifically, vehicles cannot stop, park, or stand:
- Within 20 feet of the approach side of any marked or unmarked crosswalk, or
- Within 15 feet of any crosswalk with a curb extension.
The goal of this new State law is to increase visibility, improve pedestrian safety, and reduce traffic collisions.
As the Los Angeles County Sheriff's Department continues its outreach efforts to inform our unincorporated communities, as well as contract cities, the Department will begin issuing citations of $63 (subject to change) to vehicles parked within 20 feet of any marked or unmarked crosswalk.
The Sheriff's Department has also shared a video demonstration, as well as fact sheets in English and Spanish for residents.

  This week, I joined millions across Los Angeles County and around the world in mourning the passing of Pope Francis. Today, I had the privilege of visiting the Cathedral of Our Lady of the Angels for a memorial Mass in thanksgiving for the life and ministry of Pope Francis.
As the first pope from Latin America, Pope Francis brought a fresh and deeply human perspective to the Catholic Church and to the world. He challenged us to confront poverty, care for our planet, and uplift the dignity of women both within the Church and beyond. His words and actions resonated far beyond the walls of any one faith. I had the honor of seeing him at the U.S. Capitol and the White House in 2015, where his humility, moral clarity, and deep compassion moved all who were present.
I will remember Pope Francis not only for his extraordinary leadership but also for the enduring legacy of mercy, justice, and hope he leaves behind.
  Today, I was proud to award over $1 million in grant funding to Los Angeles Room & Board to renovate the Echo Park Cottages at Gateways Hospital, which will serve transition-age youth (TAY) in Los Angeles. Once completed, this reimagined project will provide services and programming for college students experiencing homelessness, including former foster youth, LGBTQ+ youth, and immigrant youth.
As Supervisor for the First District, I know that many of our youth—especially those experiencing homelessness or coming from vulnerable backgrounds—need support to reach their academic potential and personal goals. This project reaffirms my commitment to ensuring that youth in our communities have a safe environment where they can build skills, form connections, and gain the confidence they need to thrive independently.
I look forward to seeing this vision come to life. Together, we will ensure that our youth have every opportunity for a bright and successful future.

  The Los Angeles County Department of Health Services' Mobile Clinic will be at Whittier Narrows Park on Thursday, May 1, 2025, and at the VOD El Monte Community Center on Monday, May 5, 2025.
This mobile clinic provides comprehensive medical care to Los Angeles County residents experiencing homelessness. Services include medication, physical exams, wound care, pregnancy care, mental health support, substance use counseling, and more.

  Apply to Join the Los Angeles County Affordable Housing Solutions Agency (LACAHSA) Citizens' Oversight Committee (COC)!
The COC ensures Los Angeles produces affordable housing at all income levels, preserves housing, and protects residents from displacement. LACAHSA is looking for interim committee members, particularly those with lived experience of housing insecurity or expertise in housing finance, development, tenant rights, senior housing, or disability housing.
Interim members will be appointed by the LACAHSA Board and reviewed by the Inspector General for potential permanent roles. Committee members may serve up to a three- or five-year term.
Deadline to apply: May 2, 2025.
  At the direction of the Los Angeles County Board of Supervisors, KH Consulting Group is conducting an independent study to assess the strengths and challenges of Los Angeles County's current governance model and provide recommendations for actionable improvements.
As a key part of this effort, KH Consulting Group is hosting a series of listening sessions. Participants will learn more about Los Angeles County governance and have the opportunity to share their experiences and ideas for enhancing County services, as well as ensuring inclusivity and transparency.
