Right of Entry Forms Deadline Approaching
Impacted LA County residents have until Tuesday, April 15, 2025 to submit a Right of Entry form to opt-in to the government-run debris removal program or opt-out.
The scope of the debris removal program has expanded beyond only residential property owners to include condominiums and multi-family buildings that have at least ONE unit that is occupied by the owner.
Properties that are entirely owned by for-profit entities are not included in this expansion and are considered commercial properties. All other properties that do not fall under the expanded scope will be reviewed on a case-by-case basis under the following criteria:
- An immediate threat to public health and safety due to debris.
- Barriers to the commercial entity completing debris removal independently.
- Insurance coverage and status of claim.
- Economic impact of debris removal on the commercial entity and community.
If you have not opted into the Right of Entry program yet—now is the time. You can still change your mind and have the debris removed at your own expense but consider opting into the program to keep your options open.
Submit the Right of Entry form . The form is available in , , , , and .

Opting-Out: If you choose to opt-out of the government debris removal program, you must submit an opt-out form here. Property owners who choose to hire private contractors for fire debris removal can then receive an Eaton and Palisades Fire Debris Removal permit via the County’s EPIC-LA system. This permit allows home and business owners—and their authorized private contractors—to manage their own debris removal efforts while ensuring compliance with local, state, and federal safety and environmental standards. How to Withdraw an ROE: Residents can withdraw after submitting an ROE by submitting this Withdrawal Form.
The form is available on the recovery site here: .

Ocean Water Quality Advisory Lifted for Fire-Impacted Beaches
The Los Angeles County Department of Public Health is lifting the Ocean Water Advisory due to Fire Impacts from Las Flores State Beach to Santa Monica State Beach.
The ocean water and sediment/beach sand testing, which looked for metals, nutrients, polychlorinated biphenyls (PCBs) and polycyclic aromatic hydrocarbons (PAHs), which are chemicals that may be found in water runoff based on previous California wildfires, revealed no chemicals related to wildfires at levels that are dangerous to human health
Beachgoers may now enter the ocean water and recreate on the sand in these areas, but they are still advised to avoid fire debris in the water, and to avoid being on beaches on or near burned properties, as the fire debris may contain harmful substances and physical hazards such as glass, metal, and sharp wooden debris.
Recorded information on beach conditions is available 24-hours a day on the County's beach closure hotline: 1-800- 525-5662. To view a map of impacted locations and for more information please visit: PublicHealth.LACounty.gov/Beach/.
